52nd sitting of the Finance Committee

At its sitting held on 20 June 2006, the Finance Committee of the National Assembly of the Republic of Serbia adopted the Report of the Finance Committee Working Group for Auditing Political Parties’ Financial Reports.



At its sitting held on 20 June 2006, the Finance Committee of the National Assembly of the Republic of Serbia adopted the Report of the Finance Committee Working Group for Auditing Political Parties’ Financial Reports.

The Committee resolved to create an electronic database of data for 2005 for newly formed political parties, as stipulated by the Political Parties Funding Act, and that data for existing political parties should be updated. Committee members asked for the consent of the National Assembly secretary for publishing the Report on the Audit of Political Parties’ 2005 Financial Reports on the Assembly website. The Committee resolved that new legislation regulating the funding of political parties should more closely define deadlines for filing funding reports, make auditing such reports mandatory, define powers to monitor reports, and, finally, define powers and procedures in case regulations are not adhered to.

The sitting also discussed, in principle and in particular, the Bill Amending and Modifying the Personal Income Tax Act. Of the 30 amendments submitted to the bill, the Committee endorsed five and rejected 24; another amendment was withdrawn from procedure. The Committee drafted nine new amendments to the bill.

A total of 14 amendments were submitted to the Bill Amending and Modifying the Act on Contributions for Compulsory Social Insurance; only one was endorsed. The Finance Committee drafted two new amendments to the bill.

Deputies had submitted 46 amendments to the Free Trade Zones Bill; the Committee failed to endorse a single one, but instead drafted a new amendment to the bill.

The Finance Committee also failed to endorse a single amendment of the 20 submitted to the Foreign Currency Transactions Bill, or any of the two amendments submitted to the Bill Amending the Payment Operations Act. Committee members failed to endorse the single amendment submitted to the Bill on Providing Guarantees of the Republic of Serbia to German Financial Organisation KfW for a Loan Granted to the Serbian National Power Generation Company for Rehabilitation of the Bajina Basta Hydroelectric Power Plant.

The sitting was chaired by the Finance Committee’s vice-chairman, Radojko Obradovic, and attended by Ministry of Finance officials.
