41st Sitting of the Defence and Internal Affairs Committee

At the sitting held on 17 July, the members of the Defence and Internal Affairs Committee discussed and unanimously adopted the Ministry of Defence Activity Information for the period April–June 2015, elaborated by Minister of Defence Bratislav Gasic.


The report states that the Ministry had adopted a decision on the draft long-term defence system development plan of the Republic of Serbia and the proposal of the medium-term plan and programme of defence system development. Minister Gasic informed the Committee members that Information had been compiled on the degree of realisation of the tasks of the Special Working Group for the preparation of the proposal of improvement of cooperation and joint action of the forces engaged in securing the administrative line with AP Kosovo-Metohija and control of the land security zone.

The Ministry also drafted the Plan for the use of the Serbian Armed Forces, approved by the President of the Republic, and has begun the drafting of the 2016 Ministerial Guidelines, said Minister Bratislav Gasic.

He added that by 30 June 2015, 23,075.4 million RSD i.e. 42.9% of the budget funds secured for the financing of the Ministry of Defence have been spent.

Concerning the provision of expert assistance to defence subjects, Minister Gasic said that the representatives of the Defence Ministry have visited 15 defence subjects and informed the Committee members about the adopted regulations and acts in the purview of the Government and the Defence Minister.

The Report also speaks of the realisation of activities within the scope of the Serbia – NATO defence reform group, within the scope of the Serbia – US Mixed Commission for defence system reform issues, cooperation with European and other international security structures, as well as other information concerning human and material resources.

Committee member Marko Djurisic had questions about the Convention on Cluster Munitions, the cooperation between the Ministry of Defence and the Ombudsman, and asked the Minister whether there had been any previous warning by the military intelligence services on the conflicts in Kumanovo.

Addressing the representatives of the Ministry of Defence, Committee Chairman Borislav Kovacevic said that the reports prepared by the Ministry should contain an analytical assessment of the conducted activities.

Committee Chairman Zoran Babic requested more details on the future housing plans and asked whether the growing trend of engagement of military personnel in multinational operations would continue, to which Minister Bratislav Gasic said that the Serbian Armed Forces have been recognised as a predictable and reliable partner in multinational operations.

The sitting was chaired by Committee Chairperson Marija Obradovic.
