40th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 28 July 2021, the members of the Committee on Finance, State Budget and Control of Public Spending reviewed the following:


  1. National Bank of Serbia 2021 Financial Plan, submitted by the National Bank of Serbia;
  2. National Bank of Serbia Governor’s Council Activity Report for the period 1 July - 31 December 2020, submitted by the National Bank of Serbia Governor’s Council;
  3. National Bank of Serbia 2020 Financial Reports accompanied by the authorized auditor’s report, submitted by the National Bank of Serbia Governor’s Council;
  4. 2020 Annual Monetary Policy Report, submitted by the National Bank of Serbia;
  5. Annual Report on business transactions and results achieved in 2020, submitted by the National Bank of Serbia;
  6. Financial System Stability 2020 Annual Report, submitted by the National Bank of Serbia, and
  7. Proposal of the Decision on the election of a Vice-Governor of the National Bank of Serbia.

Items 1 to 6 were presented by the Governor of the National Bank of Serbia Dr Jorgovanka Tabakovic. At the beginning of her address, Tabakovic informed the Committee members that the National Bank employs about 2,500 people.

She went on to speak about the economic measures taken during the global pandemic caused by the coronavirus, pointing out that the Government of the Republic of Serbia, together with the President of the Republic Aleksandar Vucic, had employed suitable and timely measures.

According to Dr Tabakovic, the National Bank, in full cooperation with other economic policy makers, managed to minimise the economic damage caused by the pandemic through timely and coordinated efforts. In addition, with the undertaken measures, the National Bank of Serbia has managed to reach GPS levels equal to the period before the crisis, in record time, as soon as the first quarter of this year.

A comprehensive and timely package of monetary and fiscal policy measures has contributed to preserving jobs, the economy’s production capacities, as well as to prevent any considerable decline in business and consumer confidence. The Governor said that, speaking of the economic activities in 2020, Serbia achieved among the best results in Europe.

Following a constructive discussion, the Committee members accepted the National Bank of Serbia 2021 Financial Plan, submitted by the National Bank of Serbia.

The Committee members adopted the National Bank of Serbia Governor’s Council Activity Report for the period 1 July - 31 December 2020 and the National Bank of Serbia 2020 Financial Reports accompanied by the authorized auditor’s report, submitted by the National Bank of Serbia Governor’s Council, as well as the 2020 Annual Monetary Policy Report, Annual Report on business transactions and results achieved in 2020 and the Financial System Stability 2020 Annual Report, submitted by the National Bank of Serbia.

The Committee members proposed that the National Assembly accept the Proposal of the Decision on the election of a Vice-Governor of the National Bank of Serbia, submitted by the Governor, since the term of office of Vice-Governor Dr Ana Ivkovic is coming to an end. The Governor of the National Bank of Serbia submitted a proposal to the National Assembly Speaker to re-elect Dr Ana Ivkovic Vice-Governor, for a six-year term.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and was attended by the following Committee members and deputy members: Zoran Tomic, Goran Kovacevic, Dr Milorad Mijatovic, Marina Mirkovic, Sonja Vlahovic, Ana Carapic, Doc. Dr Mihailo Jokic, Adrijana Pupovac, Zoran Bojanic and Olivera Pesic.
