38th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 20 October 2023, the members of the Committee on Finance, State Budget and Control of Public Spending considered the following:

Granting consent to the Fiscal Council 2024 Financial Plan Proposal, submitted by the Fiscal Council
Formulating the Proposal of the Decision to grant consent to the Securities Commission 2024 Financial Plan Proposal, submitted by the Securities Commission
Formulating the Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2024 Financial Plan Proposal, submitted by the Regulatory Authority for Electronic Media
Formulating the Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2024 Financial Plan Proposal, submitted by the Republic of Serbia Energy Agency.

In the course of the sitting the Committee also held its Second Public Hearing with the topic “Presentation of the Republic of Serbia 2024 Budget Bill and the Bill on the Republic of Serbia 2022 Budget Final Financial Statement” after which it continued to work according to the agenda.

The Committee completed a joint debate in principle on items 1 to 3 and a joint debate in principle and single debate on items 4 to 32 on the agenda.

The bills listed as items 1 to 32 on the agenda were presented by Minister of Finance Sinisa Mali and Governor of the National Bank of Serbia Jorgovanka Tabakovic.

The Committee unanimously adopted the Republic of Serbia 2024 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2024 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2024 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2024 Financial Plan, submitted by the Government.

The Bill amending and modifying the Budget System Law, with an amendment submitted by the Government, and the Bill on the Republic of Serbia 2022 Budget Final Financial Statement were also unanimously adopted.

The Committee members also unanimously adopted items 4 to 32 on the agenda, as well as items 4 and 6 with one amendment each, submitted by the Government.

The Committee went on to grant consent to the Fiscal Council 2024 Financial Plan Proposal, submitted by the Fiscal Council, and formulated the following:

•Proposal of the Decision to grant consent to the Securities Commission 2024 Financial Plan Proposal, submitted by the Securities Commission

•Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2024 Financial Plan Proposal, submitted by the Regulatory Authority for Electronic Media

•Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2024 Financial Plan Proposal, submitted by the Republic of Serbia Energy Agency.

The sitting was chaired by Committee Chairman Veroljub Arsic and attended by the following Committee members and deputy members: Ana Beloica Martac, Bratimir Vasiljevic, Miroslav Kondic, Svetlana Milijic, Nikola Radosavljevic, Aleksandra Tomic, Snezana Paunovic, Miloslav Aleksic,Nenad Mitrovic, Miodrag Gavrilovic, Nebojsa Cakic, Dejan Minic, Dragan M. Markovic, Rozalia Okresz, as well as MPs Bosko Obradovic, Marko Atlagic and Srdjan Milivojevic who are not members of the Committee.
