34th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 17 June 2021, the Committee on Finance, State Budget and Control of Public Spending considered a number of bills in parliamentary procedure, viz.:


  1. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Singapore on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance,
  2. Bill on the Confirmation of the Loan Agreement (Serbia Railway Sector Modernisation Project Using the Multiphase Programmatic Approach) between the Republic of Serbia and the International Bank for Reconstruction and Development,
  3. Bill on the Confirmation of the Loan Agreement (Sava and Drina Corridors Integrated Development Programme Using the Multiphase Programmatic Approach) between the Republic of Serbia and the International Bank for Reconstruction and Development,
  4. Bill on the Confirmation of the Loan Agreement (Public Sector Efficiency and Green Recovery Development Policy Loan) between the Republic of Serbia and the International Bank for Reconstruction and Development,
  5. Bill on the Confirmation of the Loan Agreement No.CRS 1015 02 D between the French Development Agency and the Republic of Serbia for the Serbian Railway Sector Modernisation Project Phase 1 and
  6. Bill on the Confirmation of the Loan Agreement No.CRS 1020 01 Y between the French Development Agency and the Republic of Serbia for the realisation of the Urban Climate Change Resilience Programme.

The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Singapore on Elimination of Double Taxation with respect to Taxes on Income and Prevention of Tax Evasion and Avoidance was presented by Dejan Dabetic, Senior Adviser in the Ministry of Finance, who said that the Agreement greatly contributed to advancing bilateral economic and financial cooperation between the Republic of Serbia and Singapore. The Agreement also eliminates the problem of double taxation of natural and legal persons, said Dabetic. He informed the Committee members that so far Serbia has agreements on avoidance of double taxation with 61 states.

The set of five loan bills was presented in detail by Dragana Dejanovic of the Ministry of Finance Public Debt Administration.

Following a discussion, the Committee members proposed, by majority vote, that the National Assembly accept all the bills on the agenda.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic, and attended by the following Committee members and deputy members: Vojislav Vujic, Zoltan Pek, Bratimir Vasiljevic, Goran Kovacevic, Veroljub Arsic, Sonja Vlahovic, Marina Mirkovic, Ana Carapic, Doc. Dr Mihailo Jokic, Zoran Bojanic and Olivera Pesic.
