33rd Sitting of the Committee on Finance, State Budget and Control of Public Spending

On 15 June 2021, the Committee on Finance, State Budget and Control of Public Spending held a sitting outside of the National Assembly seat, in Arandjelovac.


The sitting was attended by the President of the Municipality of Arandjelovac Bojan Radovic and the President of Arandjelovac Municipal Assembly Desanka Milanov and associates, the President of the Council of the State Audit Institution (DRI) Dr Dusko Pejovic and associates, as well as representatives of Transparency Serbia Nemanja Nenadic and Milos Djordjevic.

The attending were presented the Report on the Municipality of Arandjelovac 2017 Regularity Audit in the part related to the assumption of obligations above approved appropriations, implementation of public procurement procedures and expenditures for employees, Report on the Bukulja Public Utilities Company Arandjelovac 2018 Regularity Audit in the part related to the calculation and payment of salaries, compensation of salaries and other personal expenses, public procurement and receivables, Report on the Special Hospital for Rehabilitation "Bukovicka Banja" Arandjelovac Regularity Audit in the part related to the increase of employee salaries from 1 January to 31 December 2019 and public procurement in the period from 1 January 2018 to 31 December 2019, and the Audit Report on the Arandjelovac Healthcare Centre 2019 financial reports.

Committee Chairperson Dr Aleksandra Tomic, pointed out that holding Committee sittings with an agenda such as this one, fulfils the Committee’s obligations under the Government's Public Financial Management Reform Programme - reviewing the DRI’s audits of individual public finance beneficiaries.

Welcoming those present, the President of the Municipality of Arandjelovac Bojan Radovic pointed out that this municipality has for years enjoyed successful cooperation with DRI, whose recommendations and measures contribute to the successful work and business operation of local self-governments. He said that the municipality is nearing the end of the introduction of financial management and control, which will contribute to raising the awareness of employees and citizens about the importance of controlling the spending of public funds. Radovic also pointed out that internal audit was established in the Municipality of Arandjelovac in 2017.

The Committee members were presented the reports by President of the DRI Council Dr Dusko Pejovic who provided an overview of the key findings and irregularities, conclusions, as well as recommendations and measures taken in the audit procedure, followed by a discussion.

The Subcommittee for the Consideration of Reports on Audits Conducted by the State Audit Institution had a sitting of its own in the continuation, where the members considered the State Audit Institution’s 2020 sector reports for Sector 2 and Sector 4. Having considered the sector reports, the Committee accepted the Subcommittee’s proposal to accept them and to ascertain conclusion proposals on the considered reports at one of the subsequent Committee sittings.

In the continuation, the Committee members considered the State Audit Institution 2020 Activity Report, presented by Dr Dusko Pejovic.

Following a discussion, the Committee determined a Conclusion Proposal on the considered DRI 2020 Activity Report and forwarded it to the National Assembly for consideration and adoption.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and attended by the following Committee members and deputy members: Veroljub Arsic, Nikola Jolovic, Adrijana Pupovac, Janko Langura, Sonja Vlahovic, Goran Kovacevic, Dr Boban Birmancevic, Bratimir Vasiljevic, Ana Carapic, Doc. Dr Mihailo Jokic, Zoltan Pek, and Dr Milorad Mijatovic, as well as MP Vladan Glisic.

The Committee sitting outside of the National Assembly seat was held under the auspices of project “Strengthening Parliamentary democracy and Inclusive Political Dialogue”, conducted by UNDP with the support of Switzerland.
