32nd Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 27 May 2021, the Committee on Finance, State Budget and Control of Public Spending considered, in principle, the Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of Bor and Zajecar Districts and Construction of Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for the Construction of Distribution Gas Pipeline Leskovac-Vranje, and the Bill on Granting Guarantee of the Republic of Serbia in Favor of Banca Intesa AD Belgrade for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of the Kolubara District and Construction of Construction of Distribution Gas Pipeline Belgrade-Valjevo-Loznica, submitted by the Government.


The bills were presented by Dragan Babic, representative of the Public Debt Administration, Ministry of Finance. He pointed out that in the Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of Bor and Zajecar Districts and Construction of Distribution Gas Pipeline Paracin-Boljevac-Rgotina-Negotin-Prahovo, the loan amounts to 66,000,000 EUR, in dinar equivalent, with a 1.78% nominal interest rate on an annual basis. The loan in the Bill on Granting Guarantee of the Republic of Serbia in Favor of OTP Bank Serbia AD Novi Sad for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for the Construction of Distribution Gas Pipeline Leskovac-Vranje amounts to 28,000,000 EUR in dinar equivalent, with a 1.78% interest rate, while the Bill on Granting Guarantee of the Republic of Serbia in Favor of Banca Intesa AD Belgrade for Payment of Liabilities of Public Company "Srbijagas" Novi Sad on Long Term Loan Agreement for Gasification of the Kolubara District and Construction of Construction of Distribution Gas Pipeline Belgrade-Valjevo-Loznica will amount to 75,000,000 EUE, with a 1.85% interest rate t. By approving the loan, conditions will be created for the construction of distribution gas pipelines in all settlements and the connection of industrial, communal and individual consumers to the distribution system. This will enable the use of natural gas as a cheap, environmentally friendly fuel, easy to use. The use of natural gas as a fuel will significantly relieve the electricity capacities. with an interest rate of 1.78 percent, and for the Bill on granting a guarantee of the Republic of Serbia in favor of Banca Intesa AD Belgrade for settling the obligations of the Public Company "Srbijagas" Novi Sad on the basis of a loan agreement for gasification of Kolubara district and construction of Belgrade-Valjevo gas pipeline - Loznica, the loan will amount to 75,000,000 euros, with an interest rate of 1.85 percent. Approving the loans will create the conditions for the construction of distribution gas pipelines in all settlements and the connection of industrial, communal and individual consumers to the distribution system. This will enable the use of natural gas as a cheap, environmentally friendly, easy-to-use fuel. The use of natural gas as a fuel will significantly relieve the electrical energy generation capacities.

Following the presentation, the MPs voted to adopt all the bills.
