29th Sitting of the Committee on Education, Science, Technological Development and the Information Society

At the sitting held on 26 November, the Committee on Education, Science, Technological Development and the Information Society reviewed the Decision Proposal to grant the Serbian Government consent to authorize a delegation to accept that the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on the status of the French School in Belgrade be provisionally implemented until the date it comes into force.


The Decision Proposal was presented by Minister of Education, Science and Technological Development Mladen Sarcevic. Due to the mutual interest of strengthening cultural relations between Serbia and France and the importance of the French School in Belgrade which enrols French, Serbian or third party nationals wishing to study the official French national syllabus in French, it is essential that the school be made part of the Serbian education system. The Committee members unanimously adopted the Decision Proposal.

The Committee members went on to consider the Bill amending and modifying the Law on Preschool Education, Bill amending and modifying the Law on Primary Education and the Bill amending and modifying the Law on Foundations of Education System. The Minister said that the amendments are needed because of the digitalization of the education system and next year is expected to see the introduction of a single information system in the education process which is supposed to provide support for the overall system of organisation, development, monitoring and financing of preschool, primary and secondary education in the Republic of Serbia.

The Committee members also reviewed the Bill amending and modifying the Law on Pupil and Student Standards which is to secure a single and efficient system of financial support for pupils and students dependant on credit achieved and the material status of their family in order to make efficient quality education more available as well as improve the quality and availability of student scholarships. Following a discussion, the Committee members accepted the Bill.

The Committee members went on to deliberate on the Bill on the Republic of Serbia Science Fund, presented by State Secretary at the Ministry of Education, Science and Technological Development Prof. Dr Vladimir Popovic who said that the Fund is needed to secure the conditions conducive to the scientific research and development necessary for the advancement of knowledge-based society. The Fund will provide efficient support for scientific research and institutional funding to ensure the stability of scientific institutions and researchers s. Following the presentation, the Committee accepted the Bill.
The Committee members also accepted the Bill amending and modifying the Law on Patents.
