The Bill was elaborated on the behalf of the Ministry of Labour, Employment, Veteran and Social Affairs by Dragan Vulevic. On the occasion, Dragan Vulevic said that, among other things, the Convention regulates the issue of parental responsibility meaning the rights and duties of parents such as guardianship, custody and representation of the child in cross-border situations. The Convention also regulates parental responsibility and other measures for the protection of children, combining the unification and cooperation methods, and ideas such as the principle of equal treatment for all children living in the same state, appointing an authority to adequately ascertain the child’s best interest and organising cooperation to help the unification method and the protection of children.

The Committee members then proceeded to propose that the National Assembly accept the Bill on the Confirmation of the Convention on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-operation in respect of Parental Responsibility and Measures for the Protection of Children.
