26th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 26th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Monday, 24 February 2020, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill on Determining the Origin of Property and Special Tax, submitted by the Government;
  2. Bill amending the Civil Procedure Code, submitted by the Government;
  3. Bill amending and modifying the Law of Contract and Torts, submitted by the Government;
  4. Bill on the Rights of Veterans, Disabled Veterans, Civilian War Invalids and their Family Members, submitted by the Government;
  5. Bill on Games of Chance, submitted by the Government;
  6. Bill on Ascertaining the Facts about the Status of New-Borns Suspected to Have Gone Missing from Maternity Wards in the Republic of Serbia, submitted by the Government;
  7. Bill on the Confirmation of the Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR), submitted by the Government;
  8. Bill on the Confirmation of the Loan Agreement (Serbian Climate Resilience and Irrigation Programme – Phase I) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
  9. Bill on the Confirmation of the Convention on the International Recovery of Child Support and Other Forms of Family Maintenance, submitted by the Government;
  10. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia amending the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Mutual Recognition of Driving Licences, submitted by the Government;
  11. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of India, submitted by the Government;
  12. Bill on the Confirmation of the Protocol on the Positioning of the Tripoint Border between the Republic of Serbia, Montenegro and Bosnia and Herzegovina, submitted by the Government;
  13. Bill on the Confirmation of the Framework Military Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, submitted by the Government;
  14. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Industry and Technology, submitted by the Government;
  15. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government Hungary on Environmental Protection, submitted by the Government;
  16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Gainful Occupation of Certain Family Members of Members of Diplomatic Missions and Consular Posts, submitted by the Government;
  17. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Slovak Republic on Gainful Occupation of Family Members of Staff Employed by their Diplomatic Missions and Consular Posts, submitted by the Government;
  18. Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the United Arab Emirates on Employment of Dependants of Members of Diplomatic Missions and Consular Posts, submitted by the Government;
  19. Bill on the Confirmation of the Convention on the Control and Marking of Articles of Precious Metals with Annexes I and II, submitted by the Government;
  20. Bill on the Confirmation of the Agreement between the Council of Ministers of Bosnia and Herzegovina and the Governments of Other Disaster Preparedness and Prevention Initiative for South Eastern Europe Parties on Host Country Arrangements for the Secretariat of the Disaster Preparedness and Prevention Initiative for South Eastern Europe, submitted by the Government;
  21. Bill on the Confirmation of the Security Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, submitted by the Government;
  22. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Romania on Sustainable Management of Cross-Border Waters, submitted by the Government;
  23. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Nicaragua on Visa Abolition for Diplomatic and Service/Special Passport Holders, submitted by the Government;
  24. Bill on the Confirmation of the Water Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, submitted by the Government;
  25. Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey, submitted by the Government;
  26. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federative Republic of Brazil on Gainful Occupation of Dependents of Members of Diplomatic, Consular, Military, Administrative and Technical Staff of Diplomatic Missions and Consular Posts, submitted by the Government;
  27. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Hungary on Sustainable Management of Cross-Border Waters and Basins of Common Interest, submitted by the Government;
  28. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of Hungary on Construction, Management, Maintenance, Reconstruction and Repair of the Pipeline for the Transportation of Natural Gas over the State Border, submitted by the Government;
  29. Bill on the Confirmation of the Memorandum of Understanding Concerning Cooperation in Fighting Corruption Through the South Eastern European Anti-Corruption Initiative with Protocol amending and modifying the Memorandum of Understanding Concerning Cooperation in Fighting Corruption Through the South Eastern European Anti-Corruption Initiative, submitted by the Government;
  30. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan on Cooperation in the Field of Plant Quarantine and Plant Protection, submitted by the Government;
  31. Bill on the Confirmation of the Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of Grenada, submitted by the Government;
  32. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Montenegro on Mutual Recognition of Qualified Trusted Services Provided in the Republic of Serbia and Certification Services for Electronic Transactions Provided in Montenegro, submitted by the Government;
  33. Bill on the Confirmation of the Trade and Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, submitted by the Government;
  34. Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Commonwealth of Dominica, submitted by the Government;
  35. Bill on the Confirmation of Annex no.3 of the Agreement on Economic and Technical Cooperation in the Field of Infrastructure between the Government of the Republic of Serbia and the Government of the People’s Republic of China, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1, 2, 3 and 29, joint debate in principle and single debate on items 4, 5, 7, 8 and 10 to 35, and a joint debate in principle and single debate on items 6 and 9 on the agenda.

The National Assembly proceeded to commence the joint debate in principle and single debate on items 1, 2, 3 and 29 on the agenda, presented by Deputy Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic as representative of the submitter.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate on items 1, 2, 3 and 29 on the agenda.

On the second day of the proceedings, 25 February, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Vjerica Radeta, Predrag Jelenkovic, Tatjana Macura, Milija Miletic, Nedjo Jovanovic, Djordje Vukadinovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced and conducted the joint debate in principle and single debate on items 4, 5, 7, 8, 10 to 28 and 30 to 35 on the agenda.

The bills were presented by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic and Minister of Finance Sinisa Mali.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate on items 4, 5, 7, 8, 10 to 28 and 30 to 35 on the agenda.

On the third day of the proceedings, 26 February, the National Assembly commenced the joint debate in principle and single debate on the Bill on Ascertaining the Facts about the Status of New-Borns Suspected to Have Gone Missing from Maternity Wards in the Republic of Serbia and the Bill on the Confirmation of the Convention on the International Recovery of Child Support and Other Forms of Family Maintenance.

The bills were presented by Deputy Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic, minister without portfolio responsible for demography and population policy Prof. Dr Slavica Djukic Dejanovic and the Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic as representatives of the submitter.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate on items 6 and 9 on the agenda.

On the fourth day of the proceedings, 27 February, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Fatmir Hasani, Dr Muamer Bacevac, Mirjana Dragas, Marijan Risticevic, Sandra Bozic and Djordje Vukadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

National Assembly Speaker Maja Gojkovic informed the MPs that the 26th Extraordinary Session will be adjourned, pursuant to Article 101 if the National Assembly Rules of Procedure, for the purpose of holding the 27th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, convened for Thursday, 27 February, at 11 am.

The National Assembly Speaker informed the MPs that the 26th Extraordinary Session will be continued immediately after the completion of the 27th Extraordinary Session.

After the 27th Extraordinary Session was concluded, on 27 February, the National Assembly continued the proceedings and completed a debate in detail on item 1 on the agenda - Bill on Determining the Origin of Property and Special Tax, submitted by the Government.

The National Assembly also completed a debate in detail on items 2 and 3 on the agenda, the Bill amending the Civil Procedure Code and the Bill amending and modifying the Law of Contract and Torts.

The National Assembly then commenced a debate in detail on item 4 on the agenda, the Bill on the Rights of Veterans, Disabled Veterans, Civilian War Invalids and their Family Members.

On the fifth day of the proceedings, 28 February, the National Assembly completed a debate in detail on items 4 and 5 on the agenda - the Bill Bill on the Rights of Veterans, Disabled Veterans, Civilian War Invalids and their Family Members and the Bill on Games of Chance.

On the sixth day of the proceedings, 29 February, the National Assembly completed a debate in detail on item 6 on the agenda - Bill on Ascertaining the Facts about the Status of New-Borns Suspected to Have Gone Missing from Maternity Wards in the Republic of Serbia.

As the National Assembly had completed a debate on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Saturday, 29 February, as Voting Day on all the items on the agenda of the 25th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 4 pm.

On Voting Day, 29 February, by majority vote, the National Assembly passed the Bill on Determining the Origin of Property and Special Tax, Bill amending the Civil Procedure Code, Bill amending and modifying the Law of Contract and Torts, Bill on the Rights of Veterans, Disabled Veterans, Civilian War Invalids and their Family Members, Bill on Games of Chance and the Bill on Ascertaining the Facts about the Status of New-Borns Suspected to Have Gone Missing from Maternity Wards in the Republic of Serbia, submitted by the Government.

By majority vote, the MPs also passed the Bill on the Confirmation of the Protocol to the Convention on the Contract for the International Carriage of Goods by Road (CMR), Bill on the Confirmation of the Loan Agreement (Serbian Climate Resilience and Irrigation Programme – Phase I) between the Republic of Serbia and the European Bank for Reconstruction and Development and the Bill on the Confirmation of the Convention on the International Recovery of Child Support and Other Forms of Family Maintenance, submitted by the Government.

The National Assembly went on to pass the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia amending the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Mutual Recognition of Driving Licences, Bill on the Confirmation of the Defence by the Government.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 26th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
