23rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 27 April 2023, the members of the Committee on Constitutional and Legislative Issues considered a number of bills on the agenda of the Second Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2023, in detail.


The Committee found the 120 amendments submitted to the Bill on Electronic Communications, as well as 64 of the 66 amendments submitted to the Bill on Health and Safety at Work, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found 114 of the 116 amendments submitted to the Bill amending and modifying the Law on Waste Management, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee went on to find 51 of the 53 amendments submitted to the Bill amending and modifying the Law on Incentives in Agriculture and Rural Development, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also found the 60 amendments submitted to the Bill amending and modifying the Law on the Use of Renewable Energy Sources, as well as 27 of the 28 amendments submitted to the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary amending and modifying to the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Border Control in Road, Rail and Water Transport, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee then forwarded an opinion to the Constitutional Court on the initiative to launch proceedings to assess the compliance of the provision of Article 15a and Article 16, paragraphs 1 and 2 of the Law on Financing Local Self-Government.

The Committee also forwarded an opinion to the Constitutional Court on the initiative to launch proceedings to assess the constitutionality and compliance with ratified international agreements of articles 2-21 of the Social Card Law.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic, and attended by the following Committee members and deputy members: Dragan Nikolic, Dubravka Kralj, Milica Nikolic, Dr Ugljesa Mrdic, Sanja Jefic Brankovic, Prof. Dr Marko Atlagic, Zoran Tomic, Sanja Lakic, Dr Zika Bujuklic, Olja Petrovic and Ljubinko Djurkovic.
