23rd Sitting of the Committee on Administrative, Budgetary, Mandate and Immunity Issues

At the sitting held on 10 May 2017, the members of the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed the Proposal of the Commission for Protection of Competition for the determination of maximum number of full-time employees in the Support Service of the Commission for Protection of Competition for 2017.


Dr Miloje Obradovic, President of the Commission for Protection of Competition, presented the Proposal saying that the Commission for Protection of Competition currently has 52 employees and asked the Committee to ascertain the same number of employees for 2017.

By majority vote, the Committee decided that the maximum number of full-time employees in the Support Service of the Commission for Protection of Competition for 2017 should be 52.

The Ombudsman’s Proposal for the determination of maximum number of full-time employees in the Ombudsman’s Support Service for 2017 was presented by Deputy Ombudsman Vladana Jovic. She said that as per the Rulebook on Internal Organisation and Job Systematisation at the Ombudsman’s Support Service the service should have 106 employees and asked the Committee to ascertain the aforementioned number for 2017.

By majority vote, the Committee members decided that the maximum number of full-time employees in the Ombudsman’s Support Service for 2017 should be 106.

The Proposal of the Commissioner for Protection of Equality for the determination of maximum number of full-time employees in the Support Service of the Commissioner for Protection of Equality for 2017 was presented by Commissioner Brankica Jankovic who said that despite the fact that the Decision on the maximum number of full-time employees in the Support Service of the Commissioner for Protection of Equality for 2016 puts that number at 60, the Commissioner is planned to have 50 full-time employees in 2017.

By majority vote, the Committee members decided that the maximum number of full-time employees in the Support Service of the Commissioner for Protection of Equality for 2017 should be 60.

The Fiscal Council’s Proposal for the determination of maximum number of full-time employees in the Fiscal Council’s Support Services for 2017 was presented by Fiscal Council member Vladimir Vuckovic. He said that the Fiscal Council has 17 full-time employees and asked the Committee to ascertain the same number of full-time employees for 2017.

By majority vote, the Committee members decided that the maximum number of full-time employees in the Fiscal Council’s Support Services for 2017 should be 17.

The Anti-Corruption Agency’s Proposal for the determination of maximum number of full-time employees in the Anti-Corruption Agency’s Support Service for 2017 was presented by acting director Verka Atanaskovic who asked the Committee to again ascertain the maximum number of employees as 139.

By majority vote, the Committee decided that the maximum number of full-time employees in the Anti-Corruption Agency’s Support Service for 2017 should be 139.

The Proposal of the Republic Commission for the Protection of Rights in Public Procurement Procedures for the determination of maximum number of full-time employees in the Support Service of the Republic Commission for the Protection of Rights in Public Procurement Procedures for 2017 was presented by President Hana Hukic.

By majority vote, the Committee members decided that the maximum number of full-time employees in the Support Service of the Republic Commission for the Protection of Rights in Public Procurement Procedures for 2017 should be 54.

The Securities Commission’s Proposal for the determination of maximum number of full-time employees in the Securities Commission for 2017 was presented by President Dr Predrag Dedeic, and the Committee decided, by majority vote, that the maximum number of full-time employees in the Securities Commission for 2017 should be 46.

The Committee went on to review the Securities Commission’s request for consent for additional recruitment of staff in 2017, and, at the Chairman’s proposal, the Committee accepted the Securities Commission’s request, by majority vote, and granted the Securities Commission consent for additional recruitment of staff.

The Proposal of the Regulatory Authority for Electronic Media for the determination of maximum number of full-time employees in the Support Service of the Regulatory Authority for Electronic Media for 2017 was presented by REM Council member Olivera Zekic and the Committee decided, by majority vote, that the maximum number of full-time employees in the Support Service of the Regulatory Authority for Electronic Media for 2017 should be 105.

The Committee members reviewed and granted consent requested by the Commissioner for Information of Public Importance and Personal Data Protection to the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Commissioner for Information of Public Importance and Personal Data Protection.

The Proposal of the Commissioner for Information of Public Importance and Personal Data Protection for the determination of maximum number of full-time employees in the Support Service of the Commissioner for Information of Public Importance and Personal Data Protection for 2017 was presented by Commissioner Rodoljub Sabic, and the Committee members decided, by majority vote, that the maximum number of full-time employees in the Support Service of the Commissioner for Information of Public Importance and Personal Data Protection for 2017 should be 94.

The Energy Agency’s Proposal for the determination of maximum number of full-time employees in the Energy Agency for 2017 was presented by Council member Goran Petkovic, and the Committee members decided, by majority vote, that the maximum number of full-time employees in the Energy Agency for 2017 should be 47.

The National Assembly’s Proposal for the determination of maximum number of full-time employees in the National Assembly Support Service for 2017 was presented by Secretary General Svetislava Bulajic who said that the maximum number of full-time employees in 2016 was 456 and asked the Committee to ascertain the same number for 2017.

By majority vote, the Committee members decided that the maximum number of full-time employees in the National Assembly Support Service for 2017 should be 456.

The State Audit Institution’s Proposal for the determination of maximum number of full-time employees in the State Audit Institution for 2017 was presented by Secretary Mirjana Markovic, and the Committee members decided, by majority vote, that the maximum number of full-time employees in the State Audit Institution for 2017 should be 426.

The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic, and attended by the following Committee members and deputy members: Dusica Stojkovic, Dr Vesna Rakonjac, Stefana Miladinovic, Branimir Jovanovic, Aleksandra Djurovic, Katarina Rakic, Petar Petrovic, Aleksandar Markovic, Borisav Kovacevic, Dr Sci. med. Darko Laketic and Branka Stamenkovic.
