23rd Sitting of the Agriculture, Forestry and Water Management Committee

At the sitting held on 17 April, the Agriculture, Forestry and Water Management Committee discussed the issue of cooperatives, rulebooks and other documents relating to the import of meat, milk and dairy products and livestock breeding.


The sitting was attended by representatives of the Ministry of Agriculture and Environmental Protection, Ministry of Economy, Agricultural Land Administration, Commodity Reserves Directorate, Serbian Veterinary Chamber, Serbian Chamber of Commerce and Bujanovac Veterinary Station.
Within item one on the agenda – cooperatives, the Committee members discussed the drafting of a new law, cooperative property and the revision of cooperatives. Committee Chairman Marijan Risticevic informed the Committee members that many cooperatives are asking for examination of cooperative property, especially the property not separated from state property, and asked that the issue be dealt with systemically, by passing new legislation. He added that the cooperative members are asking for an investigation of the cooperatives which used the funds from Norwegian donations because of suspected misuse.
Within item one on the agenda the Committee members were informed on the drafting process of the new law on cooperatives the deadline for which is autumn. They also stressed that the new law would solve the issue of cooperative property so that agricultural land and cooperative property may be registered as such. They highlighted the need to develop cooperatives in Serbia, boost the agrarian budget and make sure it is used adequately.
Speaking of items two and three on the agenda, the Committee members discussed rulebooks and other documents relating to the import of meat, milk and dairy products and livestock breeding with a special focus on problems in veterinary practice, especially artificial insemination in difficult areas.
The Committee members were briefed on the activities of the Veterinary Administration relating to meat import control and the work of the Veterinary Chamber viz. the case of the imported salmonella-infested meat. They also discussed the insemination of farm animals in villages where artificial insemination is not easily accessible and where the working conditions are difficult, the work of the livestock services in charge of the matter, and also complained of the rulebooks regulating artificial insemination. They also discussed the cattle stock, analysis of imported milk, pork and poultry and the import of dairy products which has been on the rise in the first quarter of the year.
The Committee members also reviewed the petition of farmers from Duplja which was forwarded to the Ministry of Agriculture and Environmental Protection for further processing.
After the discussion on all the items on the agenda the Committee members adopted several conclusions.
