22nd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 27 December, the members of the Committee on Constitutional and Legislative Issues considered the amendments submitted to the Bill on the Confirmation of the Preferential Buyer Credit Loan Agreement on Construction of Highway E-763 (section Surcin-Obrenovac) Project between the Government of the Republic of Serbia, represented by the Ministry of Finance, as Borrower and the Chinese Export-Import Bank as Creditor, Bill on the Confirmation of the Loan Agreement (Additional Funding for Corridor 10 Highway Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, and the Bill on the Confirmation of the Loan Agreement (Second Programmatic State Owned Enterprises Reform Development Loan) between the Republic of Serbia and the International Bank for Reconstruction and Development.


The MPs had submitted seven amendments to the Bill on the Confirmation of the Preferential Buyer Credit Loan Agreement on Construction of Highway E-763 (section Surcin-Obrenovac) Project between the Government of the Republic of Serbia, represented by the Ministry of Finance, as Borrower and the Chinese Export-Import Bank as Creditor. The Committee rejected as incomplete the three amendments submitted to Article 2 of the Bill. The Committee found the amendment submitted to Article 3 of the Bill by MP Sasa Radulovic non-compliant with the Constitution and the legal system of the Republic of Serbia, while the three amendments submitted to Article 1 of the Bill were found to comply with the Constitution and the legal system of the Republic of Serbia.

The MPs had submitted seven amendments to the Bill on the Confirmation of the Loan Agreement (Additional Funding for Corridor 10 Highway Project) between the Republic of Serbia and the International Bank for Reconstruction and Development. The three amendments submitted to Article 2 of the Bill were rejected as incomplete, the amendment submitted to Article 3 of the Bill by MP Sasa Radulovic was deemed non-compliant with the Constitution and the legal system of the Republic of Serbia, while the three amendments submitted to Article 1 of the Bill were found to comply with the Constitution and the legal system of the Republic of Serbia.

Of the eight amendments submitted to the Bill on the Confirmation of the Loan Agreement (Second Programmatic State Owned Enterprises Reform Development Loan) between the Republic of Serbia and the International Bank for Reconstruction and Development, the three submitted to Article 2 of the Bill were rejected as incomplete, the amendment submitted to Article 3 of the Bill by MP Sasa Radulovic was found not to comply with the Constitution and the legal system of the Republic of Serbia, while the four amendments submitted to articles 1 and 2 o the Bill were found to comply with the Constitution and the legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairman Djordje Komlenski, and attended by the following Committee members and deputy members: Aleksandra Majkic, Jelena Kovacevic Zaric, Krsto Janjusevic, Vesna Markovic, Milena Corilic, Srbislav Filipovic, Nedjo Jovanovic, Vojislav Vujic and Bojan Torbica.
