21st Sitting of the Security Services Control Committee

At the sitting held on 23 May 2018 and closed to the public, the Security Services Control Committee considered the minutes on the supervision conducted at the Security Information Agency Centre in Kraljevo and Military Security Agency Centre in Kraljevo.


In the course of the supervisory visits, using random sample method, the Committee delegation gained full insight into documentation and supervised the legality of the implementation of special procedures and measures as stipulated by the Constitution and law and in line with the security services’ duties. The delegation found no irregularities in any of the reviewed cases and that the Security Information Agency and Military Security Agency had acted in accordance with the law and procedure.

The Committee members noted that supervisory visits are mutually beneficial and important from the aspect of improving the legality and regularity of the security services’ operation.

In the course of the supervision of the Security Information Agency Centre, the Committee delegation focused on the legality of the implementation of special procedures and measures and the implementation of special evidentiary actions the Security Information Agency employs in the documentation of criminal offenses. In the course of the supervisory visit to the Military Security Agency Centre, the Committee delegation surveyed the legality of the implementation of special procedures and measures outlined in the Law on the Military Security Agency, as well as the legality of implementation of the special evidentiary actions the Military Security Agency undertakes in accordance with the Criminal Procedure Code.

The Security Services Control Committee will continue with supervisory visits to security services to survey the constitutionality and legality of their operation as well as the legality of the implementation of special procedures and measures for covert data collection. The Committee is to visit the security services’ centres in Nis in the coming period.

The members of the Security Services Control Committee also reviewed and gave a positive opinion to the proposed rulebook on the implementation of special procedures and measures for covert data collection, type of registers, personal data collections and registries of the Military Security Agency and manner and conditions for the implementation of the Military Security Agency’s authority.
