The incursion of the special forces, without Serbian consent, in the north of Kosovo-Metohija is a brutal violation of the Brussels Agreement and does not contribute to the peace and stability of Kosovo-Metohija. The members of the Committee consider the lack of reaction form the EULEX Mission unacceptable and fully support Serbian President Aleksandar Vucic and the Serbian Government’s efforts to maintain peace and stability.

The Security Services Control Committee considered and adopted the Ministry of Defence Inspector General of the Services Activity Report for the period 1 July – 31 December 2017.

The Committee noted that the Report submitted by the Ministry’s Inspector General covers the most important activities in the reporting period, providing a comprehensive insight into the activities of the Inspector General and the legality of the Ministry of Defence security agencies’ work. The Committee gave a positive assessment of the Inspector General’s actions stressing that this type of control over the work of the security agencies contributes to the legality and regularity of their work. The Committee gave its full support to the Inspector General’s efforts to control and supervise the work of the Ministry of Defence security agencies.

The Committee went on to ascertain the Report on supervisions of security services’ activities conducted in 2016. In the conclusion, the Committee states that in the realization of their duties the Republic of Serbia security services had acted professionally and in line with the law. All relevant findings, assessments and analyses of security challenges, risks and threats had been forwarded to the relevant authorities in a timely manner. In the course of their supervisory visits the to the security services, the Committee members ascertained that there had been no omissions or irregularities in the implementation of special procedures and measures for the collection of confidential data as stipulated by law.

The Report states that the Law on the Security Intelligence Agency needs to be amended because that is the only way to regulate its specific organizational structure and the status of its members by law. These amendments are necessary for the Agency’s unimpeded activity on the protection of the national security of the Republic of Serbia and its citizens.

The Committee restated that a new Law on Electronic Communication needs to be passes post haste to include the compulsory registration of pre-paid SIM card users and to regulate the number of SIM cards one person can have with the same operator.

The Committee also adopted the 2018 Activity Plan which contains sittings to review the security services’ regular reports, to be followed by supervisory visits to said services as is its duty stipulated by law concerning the supervision and control of the security services’ activity.
