18th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 29 September, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications reviewed the Bill amending the Law on Information Security and the Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions.


The Bill amending the Law on Information Security was presented by Milan Vojvodic, representative of the Ministry of Trade, Tourism and Telecommunications, who said that the proposed amendments enable the Administration for Joint Services of the Republic Bodies to perform CERT duties for the republic bodies, as it was, at the time the Law was passed, in charge of designing, establishing and securing the computer network of the republic bodies and its connection to the Internet, and in charge of support for the application of communication technologies in the republic bodies. The proposed amendments enable the body in charge of design, development, establishment, maintenance and improvement of the computer network of the republic bodies perform the CERT duties for the republic bodies, which now resides in the purview of the Office for IT and E-Administration. In view of the changes, the amendments to the Law also stipulate that representatives of CERT of republic bodies take part in the Coordination Body for Information Security Affairs.

The Bill on Electronic Document, Electronic Identification and Trust Services for Electronic Transactions was presented by Tatjana Matic, State Secretary at the Ministry of Trade, Tourism and Telecommunications, who said that passing it would be a significant step forward in the regulation of electronic transactions and their functioning.

Its chief objective is to speed up and boost the efficiency of the transactions accompanied by a reduction in costs, development of trust services market, modernization and improved efficiency of public authorities and business entities. She added that the new law would allow the citizens an easier and more secure access to public administration services as well as other bodies, and establish a reliable way to keep electronic records. The State Secretary said that the Bill is equally important for the public, economy, state administration, local self-government and other entities and its provisions would regulate issues concerning electronic documents, electronic identification, trust services, electronic signature and stamp and electronic record keeping. Digitalization reduces the use of paper documents, increases document accessibility and facilitates the searching, use and publication of documents said Tatjana Matic.

Following a brief discussion the Committee members decided, by majority vote, to propose that the National Assembly accept both bills in principle.

The sitting was chaired by Committee Deputy Chairperson Stefana Miladinovic and attended by the following Committee members and deputy members: Ivan Karic, Radoslav Cokic, Dragan Jovanovic, Zoran Milekic, Ivana Stojiljkovic, Goran Ciric, Dalibor Radicevic, Ognjen Pantovic, Vladimir Petkovic, Dr Dragan Vesovic, Jovica Jevtic and Snezana B. Petrovic.
