16th Sitting of the Security Services Control Committee

At the sitting held on 9 April 2015, the Security Services Control Committee reviewed the Minutes of the supervisory visit to the Military Security Agency Headquarters in Belgrade, conducted on 18 and 19 March 2015, as well as the Inspector General’s Report on the conducted extraordinary supervision of the Military Security Agency.


The sitting was chaired by Committee Chairman Momir Stojanovic.
The Committee also reviewed the Report of the Ministry of Defence Inspector General for security services on the extraordinary supervision of the Military Security Agency conducted to ascertain the legality of the Military Security Agency’s actions in the collection of data contained in the document SP 1696-1/14, of 14 November 2014. The analysis of the Report of the Ministry of Defence Inspector General for security services on the extraordinary supervision of the Military Security Agency, and based on the presented data and findings, the Committee unanimously adopted the following

CONCLUSIONS

1. No one in the Ministry of Defence or the Military Security Agency had ordered the members of the Military Security Agency to collect data or findings on the activities of the political parties;
2. The data on the activities of the supporters of the Serbian Radical Party contained in the disputed document were gained though the exchange of data and findings with other security subjects on the territory of the Autonomous Province of Vojvodina, pursuant to Article 6, paragraph 1, item 1 of the Law on the Military Security Agency and Military Intelligence Agency, and Article 5 of the Ordinance ascertaining the duty of safeguarding particular persons and facilities;
3. The Committee ascertained that the Military Security Agency had collected data on the endangerment of protected persons and facilities, not on their political activities and had, on written request, forwarded them to the Ministry of Interior of the Republic of Serbia;
4. The Committee endorses the proposal of the Inspector General for security services that the National Security Council, pursuant to the provision of the Ordinance ascertaining the duty of safeguarding particular persons and facilities, adopt a decision on counter-intelligence and security protection of the Prime Minister of the Republic of Serbia, post haste.
