16th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 16th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 28 December 2021, starting at 10 am.


At the beginning of the sitting, National Assembly Speaker Ivica Dacic asked the MPs to pay respects to the late National Assembly Deputy Secretary General Branko Marinkovic with a minute’s silence.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Jasmina Kranac, Rozalia Okresz, Djordje Milicevic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill amending the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, submitted by the Government;
  2. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
  3. List of Candidates for of member of the Council of the Commission for Protection of Competition, submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy;
  4. Regulatory Agency for Electronic Communication and Postal Services 2020 Activity Report, submitted by the Regulatory Agency for Electronic Communication and Postal Services, accompanied by a Conclusion Proposal by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications of 25 November 2021;
  5. Proposal of the Decision to grant consent to the amendments and modifications of the Securities Commission 2021 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  6. Proposal of the Decision to grant consent to the Securities Commission 2022 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  7. Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2022 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  8. Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2022 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
  9. Bill amending and modifying the Law on Financial Support to Families with Children, submitted by the Government;
  10. Bill on the Confirmation of the Agreement on Cooperation in the Field of Veterinary, Food and Feed Safety and Phytosanitary in the Western Balkans, submitted by the Government;
  11. Bill on the Confirmation of the Agreement on Conditions for Free Access to the Labour Market in the Western Balkans, submitted by the Government;
  12. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Recognition of Authorized Economic Operator - Security and Safety (AEOS) Authorizations, submitted by the Government, and
  13. Bill on the Confirmation of the Agreement on Interconnection of Schemes for Electronic Identification of the Citizens of the Western Balkans, submitted by the Government.

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on item 1 and items 4 to 13 on the agenda and a joint single debate on items 2 and 3 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on item 1 and items 4 to 13 on the agenda.

On behalf of the submitter, the bills were presented by Deputy Prime Minister Branislav Nedimovic and Minister of Family Care and Demography Radomir Dmitrovic.

In the course of the day, the National Assembly conducted and concluded the joint debate in principle and single debate on item 1 and items 4 to 13 on the agenda.

The National Assembly went on to conduct and conclude the joint single debate on items 2 and 3 on the agenda.

National Assembly Deputy Speaker Elvira Kovacs informed the MPs that the sitting would be adjourned to have the Ninth Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature, and that they would be informed about the continuation in due time.

On the second day of the proceedings, 29 December 2021, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Financial Support to Families with Children.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Speaker Ivica Dacic set Wednesday, 29 December 2021, as Voting Day on all the items on the agenda of the 16th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 5.33 pm.

Voting Day

On Voting Day, 29 December 2021, by majority vote, the National Assembly passed the Bill amending the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, submitted by the Government, and the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council.

By majority vote, the MPs elected Cedomir Radojcic member of the Council of the Commission for Protection of Competition, based on the candidate list submitted by the Committee on the Economy, Regional Development, Trade, Tourism and Energy.

The National Assembly went on to pass the Regulatory Agency for Electronic Communication and Postal Services 2020 Activity Report, submitted by the Regulatory Agency for Electronic Communication and Postal Services, accompanied by a Conclusion Proposal by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications, as well as the Proposal of the Decision to grant consent to the amendments and modifications of the Securities Commission 2021 Financial Plan, Proposal of the Decision to grant consent to the Securities Commission 2022 Financial Plan, Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2022 Financial Plan and the Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2022 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending.

The MPs also adopted the Bill amending and modifying the Law on Financial Support to Families with Children, Bill on the Confirmation of the Agreement on Cooperation in the Field of Veterinary, Food and Feed Safety and Phytosanitary in the Western Balkans, Bill on the Confirmation of the Agreement on Conditions for Free Access to the Labour Market in the Western Balkans, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Recognition of Authorized Economic Operator - Security and Safety (AEOS) Authorizations and the Bill on the Confirmation of the Agreement on Interconnection of Schemes for Electronic Identification of the Citizens of the Western Balkans, submitted by the Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the 16th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.
