16th Sitting of the Defence and Internal Affairs Committee

At the sitting held on 9 November 2021, the members of the Defence and Internal Affairs Committee considered the Bill on the Confirmation of the Agreement on Mutual Recognition and Exchange of Driving Licenses between the Government of the Republic of Serbia and the Government of the People's Republic of China and the Bill on the Confirmation of the Agreement on Cooperation in Protection against Disasters in the Western Balkans, submitted by the Government.


The bills were presented by Dragan Petrovic on behalf of the Ministry of the Interior who said that the Agreement on Mutual Recognition and Exchange of Driving Licenses between the Government of the Republic of Serbia and the Government of the People's Republic of China was signed on 27 May 2021. The Agreement allows our citizens residing in the People's Republic of China to exchange a valid Serbian driver's license for a Chinese driver's license without taking the theoretical and practical part of the driving test for certain categories of vehicles, which resolves a very important issue for our citizens in their daily lives, especially those whose profession is connected with driving a motor vehicle. The same privilege is guaranteed to Chinese citizens in the Republic of Serbia. The Agreement’s entry into and its implementation represent a direct financial benefit for Serbian citizens living in the People's Republic of China because it relieves the costs of taking the theoretical and practical part of the driving test for certain categories of vehicles and shortens the procedure for obtaining a Chinese driver's license.

Speaking of the Agreement on Cooperation in Protection against Disasters in the Western Balkans, Petrovic said that it was was signed in Skopje on 29 July 2021, based on the Conclusion of the Government of the Republic of Serbia establishing the Basis for the conclusion of the Agreement and the Government agreed that President Aleksandar Vucic should sign the Agreement on behalf of the Republic of Serbia. The Agreement was concluded as part of the Little Schengen initiative with the intention that it bring changes to the entire region, encourage entrepreneurship and bring the people of Serbia, North Macedonia and Albania closer together.

Following the presentation, the Committee members proposed that the National Assembly accept the bills.

The sitting was chaired by Committee Chairman Aleksandar Markovic and attended by the following Committee members and deputy members: Natasa Ljubic, Dr Ugljesa Mrdic, Ivan Ribac, Srbislav Filipovic, Dijana Radovic, Djordje Todorovic, Dusko Tarbuk, Milovan Drecun, Justina Koscal Pupin, Prof. Dr Zoran Dragisic and Dr Boban Birmancevic.
