16th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 16th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Monday, 9 September, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill on the Dual Study Model in Higher Education, submitted by the Government;
  2. Bill on Regulated Professions and Recognition of Professional Qualifications, submitted by the Government;
  3. Bill amending and modifying the Law on Patents, submitted by the Government;
  4. Bill amending and modifying the Law on Copyright and Related Rights, submitted by the Government;
  5. Bill amending and modifying the Law on the Legal Protection of Topography of Semiconductor Products, submitted by the Government.
The National Assembly accepted the proposal of MP Prof. Dr Vladimir Marinkovic to complete a joint debate in principle on items 1 and 2 on the agenda and a joint debate in principle on items 3 to 5 on the agenda.

The National Assembly proceeded to commence a debate in principle on the Bill on the Dual Study Model in Higher Education and the Bill on Regulated Professions and Recognition of Professional Qualifications, presented by Minister of Education, Science and Technological Development Mladen Sarcevic as representative of the submitter.

By the end of the workday, the National Assembly had completed and concluded the debate in principle on items 1 and 2 on the agenda.

On the second day of the proceedings, 10 September, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Natasa Micic, Djordje Komlenski, Vladimir Djuric, Dr Danica Bukvic, Djordje Vukadinovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to commence a joint debate in principle on items 3 to 5 on the agenda.

By the end of the workday, the National Assembly had concluded the joint debate in principle on items 3 to 5 on the agenda and Minister of Education, Science and Technological Development Mladen Sarcevic thanked the MPs for a constructive debate.

On the third day of the proceedings, 12 September, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Djordje Milicevic, Tatjana Macura, Djordje Vukadinovic, Marijan Risticevic and Dr Boban Birmancevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a debate in detail on the Bill on the Dual Study Model in Higher Education and the Bill on Regulated Professions and Recognition of Professional Qualifications.

On the fourth day of the proceedings, 13 September, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Patents, Bill amending and modifying the Law on Copyright and Related Rights and the Bill amending and modifying the Law on the Legal Protection of Topography of Semiconductor Products.

As the National Assembly had completed a debate in principle and detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Tuesday, 17 September, as Voting Day on all the items on the agenda of the 16th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 9.45 am.

Voting Day

On Voting Day, 17 September, by majority vote, the National Assembly adopted the Bill on the Dual Study Model in Higher Education, Bill on Regulated Professions and Recognition of Professional Qualifications, Bill amending and modifying the Law on Patents, Bill amending and modifying the Law on Copyright and Related Rights and the Bill amending and modifying the Law on the Legal Protection of Topography of Semiconductor Products, submitted by the Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the 16th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
