15th Sitting of the Health and Family Committee

At the sitting held on 16 July, the members of the Health and Family Committee discussed in principle three of the bills on the agenda for the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.


The Bill on Human Cells and Tissues, Bill on Human Organ Transplantation and the Bill amending and modifying the Law on Psychoactive Controlled Substances were presented by representative of the submitter, State Secretary at the Ministry of Health Prof. Dr Berislav Vekic.

The Bill on Human Cells and Tissues strives to regulate the field in line with the highest medical standards and modern achievements, said Vekic. It specifies which health institutions can apply to perform human cell and tissue related activities and which can become human tissue banks. The Bill defines the term of stem cells register, human organ transplantation programme and harmonizes the national with European legislation, Vekic said.

The Bill on Human Organ Transplantation provides a systemic regulation of the field and harmonizes it with the EU acquis, said State Secretary Vekic. He added that the Bill simplifies the procedure of licencing medical institutions for human organ transplantation and the transplantation consent procedure, and also envisages the drafting of a human organ transplantation programme on the territory of Serbia.

After a debate, the Committee members unanimously adopted the two bills.

Dr Berislav Vekic went on to present the Bill amending and modifying the Law on Psychoactive Controlled Substances stating that it provides harmonization with the EU acquis. The Bill envisages the establishment of a Monitoring and Drug Addiction Centre which should facilitate the monitoring and control of psychoactive substances in line with European regulations.

After a debate, the Committee members unanimously adopted the Bill.

Dr Milovan Krivokapic, Prof. Dr Dusan Milisavljevic, Dr Svetlana Nikolic Pavlovic, Dr Danica Bukvic, Dr Dragana Barisic, Dr Desanka Repac, Dr Dragan Vesovic, Dr Ljubica Mrdakovic Todorovic and Dr Zarko Korac.
