15th Sitting of the Committee on Administrative, Budgetary, Mandate and Immunity Issues
At the sitting held on 21 December, the members of the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed the resignation tendered to the post of MP by Ivica Toncev.
The Committee accepted the proposal of Committee Chairman Dr Aleksandar Martinovic to complete a joint debate on the notifications submitted by the Secretary General and Deputy Secretary General on the reprimands issued to MPs to maintain order at the National Assembly sittings i.e. items 3 through 10 on the agenda.
The Committee members proceeded to interview the candidates for Anti-Corruption Agency Board member.
The Committee Chairman informed the Committee members that the Anti-Corruption Agency Board comprises nine members elected by the National Assembly, one of which is nominated by the Committee on Administrative, Budgetary, Mandate and Immunity Issues. Since Anti-Corruption Agency Board member Zoran Stojiljkovic had tendered a resignation, the conditions have been met to initiate procedures to elect a new Anti-Corruption Agency Board member. The parliamentary groups have nominated two candidates – the Serbian Progressive Party Parliamentary Group nominated Danica Marinkovic and the Serbian Radical Party Parliamentary Group nominated Miodrag Skulic.
Having completed the interviews, the Committee members formulated, by majority vote, a List of Candidates for the election of Anti-Corruption Agency Board member and forwarded it to the National Assembly for consideration and ruling by urgent procedure.
The Committee then reviewed a number of notifications submitted by the National Assembly Secretary General and Deputy Secretary General on the reprimands issued to MPs to maintain order at the National Assembly sittings.
The Committee ruled to fine MP Veroljub Arsic, reprimanded during the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, 10% of an MP’s base salary i.e. 6,829.78 RSD.
MP Miroslav Aleksic was reprimanded during the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, and consequently is to be fined 10% of an MP’s base salary i.e. 6,829.78 RSD.
MPs Aleksandar Martinovic, Marko Djurisic and Radoslav Milojicic were reprimanded during the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016. MP Aleksandar Martinovic was issued one reprimand and therefore is to be fined 10% of an MP’s base salary i.e. 6,829.78 RSD. MPs Marko Djurisic and Radoslav Milojicic were issued two reprimands and are therefore to be fined 20% of an MP’s base salary i.e. 13,659.55 RSD.
MP Sasa Radulovic, reprimanded during the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, is to be fined 10% of an MP’s base salary i.e. 6,829.78 RSD.
MPs Zoran Zivkovic and Sasa Radulovic were reprimanded during the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016. MP Zoran Zivkovic was issued two reprimands, while MP Sasa Radulovic was denied the floor, and therefore the Committee ruled to fine MP Zoran Zivkovic 20% of an MP’s base salary i.e. 13,659.55 RSD and MP Sasa Radulovic 40% of an MP’s base salary i.e. 27,319.10 RSD.
MP Nemanja Sarovic was denied the floor at the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, therefore the Committee ruled to fine him 40% of an MP’s base salary i.e. 27,319.10 RSD.
MP Nemanja Sarovic was also issued a reprimand at the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, therefore the Committee ruled to fine him 10% of an MP’s base salary i.e. 6,829.78 RSD.
MP Sasa Radulovic was issued one reprimand at the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2016, therefore the Committee ruled to fine him 10% of an MP’s base salary i.e. 6,829.78 RSD.
The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic, and attended by the following Committee members and deputy members: Momo Colakovic, Branimir Jankovic, Dusica Stojkovic, Dr Sci. med. Darko Laketic, Aleksandar Markovic, Veroljub Matic, Marinika Tepic, Petar Petrovic, Dr Ana Stevanovic, Nemanja Sarovic, Milorad Mircic, Stefana Miladinovic, Aleksandra Djurovic, Dr Dragana Barisic and Nenad Konstantinovic.
