14th Meeting of National Assembly Economic Caucus
At the 14th meeting, held on 25 June, the National Assembly Economic Caucus discussed the Draft Law on conversion of rights of use into property right of building land with compensation and the Draft Law amending and modifying the Law on State Survey and Cadastre.
The meeting was attended by representatives of the Ministry of Construction, Transport and Infrastructure, NALED, IRI, as well as representatives of the business sector – representatives of big companies, business associations, banking sector and consulting firms.
The draft laws were presented by State Secretary at the Ministry of Construction, Transport and Infrastructure Aleksandra Damnjanovic and representative of the Republic Geodetic Authority Gordana Zoric.
They said that the Draft Law amending and modifying the Law on State Survey and Cadastre harmonises the existing Law with the legislation passed or amended in the meantime, and also simplifies and shortens the procedure of cadastre registry and ensures that the state authorities follow the tenets of e-governance.
The objective of the Draft Law on conversion of rights of use into property right of building land with compensation is to abolish the right of use of building land as a relic of times past, said Aleksandra Damnjanovic. It regulates the conditions for the conversion of the rights of use into personal property right of developed or undeveloped building land owned by the Republic of Serbia, autonomous province or local self-government unit, and allows the option of leasing building land.
The representatives of the business sector and the Caucus members shared their suggestions and proposals on how to improve the proposed draft laws and ensure better application. The participants of the meeting agreed that the adoption of these laws would have a positive impact on growth in the building industry and on other investments.
Concluding the meeting, the Head of the Economic Caucus, Prof. Dr Vladimir Marinkovic stressed the importance of direct dialogue between the representatives of the business sector and the Ministry preceding the establishment of the bills and their forwarding into Assembly procedure. Marinkovic stressed that the MPs would also contribute to the quality of the laws by submitting amendments, as well as to their successful application.
