14th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of 236 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 14th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 21 September 2021, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Stefan Krkobabic, Djordje Milicevic and Marko Parezanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The following agenda was adopted in the continuation:

  1. Proposal of Decision amending and modifying the Decision on the adoption of the MPs’ Code of Conduct, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues;
  2. Bill amending and modifying the Law on Prevention of Corruption, submitted by the Government and
  3. Bill on Preservation of Cultural and Historical Heritage of the Holy Monastery of Hilandar, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 and 2 on the agenda.

On behalf of the submitter, the proposed documents were presented by the Chairman of the Committee on Administrative, Budgetary, Mandate and Immunity Issues MP Dr Aleksandar Martinovic and Minister of Justyice Maja Popovic.

Following the presentation, the MPs commenced the joint debate in principle and single debate on items 1 and 2 on the agenda.

In the course of the session, on behalf of the MPs and herself, the Chair, Elvira Kovacs greeted the delegation of the Parliamentary Assembly of La Francophonie Mission for Europe who followed part of the session from the gallery of the Grand Hall.

By the end of the day, the National Assembly completed the joint debate in principle and single debate on the Proposal of Decision amending and modifying the Decision on the adoption of the MPs’ Code of Conduct and the Bill amending and modifying the Law on Prevention of Corruption.

On the second day of the proceedings, 22 September 2021, the National Assembly commenced a debate on the Bill on Preservation of Cultural and Historical Heritage of the Holy Monastery of Hilandar.

On behalf of the submitter, the Bill was presented by Deputy Prime Minister and Minister of Culture and Information Maja Gojkovic.

On the third day of the proceedings, 23 September 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Jasmina Karanac, Selma Kucevic, Arpad Fremond, Stefan Krkobabic, Djordje Milicevic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and concluded the debate in principle on the Bill on Preservation of Cultural and Historical Heritage of the Holy Monastery of Hilandar.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ivica Dacic set Thursday, 23 September 2021, as Voting Day on all the items on the agenda of the 14th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 3.05 pm.

Voting Day

On Voting Day, 23 September 2021, by majority vote, the National Assembly adopted the Proposal of Decision amending and modifying the Decision on the adoption of the MPs’ Code of Conduct, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues.

By majority vote, the MPs also accepted the Bill amending and modifying the Law on Prevention of Corruption and the Bill on Preservation of Cultural and Historical Heritage of the Holy Monastery of Hilandar, submitted by the Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the 14th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
