13th Sitting of the Committee on the Rights of the Child

At the sitting held on 20 February, the members of the Committee on the Rights of the Child reviewed the Council for Child Rights of the Government of the Republic of Serbia Activity Report, submitted by the Ministry of Labour, Employment, Veteran and Social Affairs.

The Report was presented by Minister without portfolio responsible for demography and population policy Slavica Djukic Dejanovic and State Secretary at the Ministry of Labour, Employment, Veteran and Social Affairs Stana Bozovic. Since the first report for 2019 was submitted to date, the Council for Child Rights has had two sessions, eighth and ninth.

At the eighth session the members of the Council were informed about the realization of the decisions made at the previous session, follow-up of the prevention and ban on child marriages, follow-up of the procedures for the adoption of the Draft Law on the Rights of the Child and the Protector of the Rights of the Child and other activities. At the same session, the Council established cooperation with the Council for monitoring and advancement of the bodies in charge of criminal procedures and enforcement of criminal sanctions against minors with whom it considered the initiative for the urgent establishment of a special institution for medical treatment and capacitation related to the Law on Juvenile Criminal Offenders and Criminal Legal Protection of Juveniles.

The Council members were also informed that the state had received the Annual Report on the Worst Forms of Child Labour for 2018 published by the US Department of Labour. The report covered 131 countries, with Serbia being one of the 12 countries which had made significant progress.

One of the measures proposed by the Roma Social Inclusion Strategy in the Republic of Serbia for the Period 2016-2025 is to improve the system of prevention and support aimed at reducing the number of child and forced marriages and child pregnancies in the Roma community which, stating that this problems needs to be considered by the state bodies as well as the non-governmental sector, international institutions, academic communities and the media. Child marriages are also accompanied by other problems such as domestic violence, child pregnancies and others, making it vital to prevent the occurrence.

The Draft Law on the Rights of the Child and the Protector of the Rights of the Child has been put on public debate in five cities in Serbia, attended by 280 participants, and the competent Ministry is to submit the Daft to the Government. The Ministry of Labour, Employment, Veteran and Social Affairs also completed a Draft Strategy for the Prevention and Protection of Children from Violence at the initiative of the Council for Child Rights. The document has been adjusted to the Law on the Planning System and will be covering the period to 2023.

Under item any other business, the Committee members considered the memo of the Commissioner for Information of Public Importance and Personal Data Protection.

The sitting was chaired by Committee Deputy Chairperson Nada Lazic and attended by the following Committee members and deputy members: Gordana Comic, Milanka Jevtovic Vukojicic, Natasa Mihailovic Vacic, Jelena Mijatovic, Milija Miletic, Dr Danijela Stojadinovic, Dr Danica Bukvic, Dubravka Filipovski, Milena Corilic, Gorica Gajic and Marija Jevdjic.
