13th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 22 December 2020, the members of the Committee on Constitutional and Legislative Issues considered the nine items on the agenda of the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2020.


The first five items on the agenda, viz. the Bill amending the Law on Civil Servants, Bill amending the Law on Public Service Employees, Bill amending the Law on Salary System of Public Sector Employees, Bill amending the Law on Salaries of Civil Servants and General Service Employees in Bodies of Autonomous Provinces and Local Self-Government Units, and the Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, all submitted by the Government, were presented by Minister of Public Administration and Local Self-Government Marija Obradovic who said that the proposed amendments set a new deadline for the beginning of the application of the systemic, and with it special laws that regulate salaries, salary compensations and other incomes in the entire public sector. The bills needed to be amended due to the complex epidemiological situation which has further burdened and limited the capacities of the public sector. Full implementation of these regulations concerning the salaries of employees in the public sector calls for intensive cooperation of all the participants in the reform of the salary system in order to achieve the greatest possible consensus in its implementation.

The Committee members found the Bill amending the Law on Civil Servants, Bill amending the Law on Public Service Employees, Bill amending the Law on Salary System of Public Sector Employees, Bill amending the Law on Salaries of Civil Servants and General Service Employees in Bodies of Autonomous Provinces and Local Self-Government Units, and the Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit, in principle, to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee went on to consider the Bill on the Loan of the Republic of Serbia with the UniCredit Bank Srbija A.D. Beograd for the financing of project Ruma-Sabac-Loznica, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hong Kong Special Administrative Region of the People’s Republic of China on Elimination of Double Taxation with respect to Taxes on Income and Property and Prevention of Tax Evasion and Avoidance, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Cooperation in Implementing Priority Projects in the Republic of Serbia, submitted by the Government, and the Bill on the Confirmation of the Memorandum of Understanding between the Government of the Republic of Serbia and the Government of the United Kingdom of Great Britain and Northern Ireland on the Employment of Family Members Sharing the Household of the Staff of Diplomatic and Consular Representative Offices, and found them to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic and attended by the following Committee members and deputy members: Nevena Veinovic, Zeljko Tomic, Olja Petrovic, Vuk Mircetic, Luka Kebara, Ugljesa Mrdic, Dubravka Kralj, Borisav Kovacevic, Toma Fila, Jovan Palalic, Ilija Mircetic, Arpad Fremond and Violeta Ocokoljic. The sitting was also attended by Vera Vukicevic and Vladimir Cvetkovic, representatives of the Ministry of Foreign Affairs.
