133rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 2 December, the members of the Committee on Constitutional and Legislative Issues considered the bills on the agenda of the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019 in detail.


The Committee found all 14 of the amendments submitted to the Bill amending and modifying the Law on Mandatory Social Insurance Contributions to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 23 amendments submitted to the Bill amending and modifying the Law on Tax Procedure and Tax Administration, the Committee found the one submitted to Article 15 not to comply with the Constitution and legal system of the Republic of Serbia., while the rest were found to be compliant.

The Committee found all 17 of the amendments submitted to the Bill amending and modifying the Personal Income Tax Law to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 31 amendments submitted to the Bill amending and modifying the Law on Republic Administrative Fees, the Committee rejected the amendments submitted to Article12, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 23 of the amendments submitted to the Bill amending and modifying the Property Tax Law to be compliant with the Constitution and legal system of the Republic of Serbia.

Of the 37 amendments submitted to the Bill amending and modifying the Law on Pension and Disability Insurance, the Committee rejected two, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found the one amendment submitted to the Bill on the Expiration of the Law on Temporary Regulation of Salary and Other Steady Income Calculation and Payment Bases of Public Fund Users to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all of the 11 amendments submitted to the Bill amending and modifying the Corporate Tax Law to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee also found all of the 12 amendments submitted to the Bill amending and modifying the Law on Taxes on Use, Possession and Carrying of Goods to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all seven of the amendments submitted to the Bill amending the Law on the Temporary Regulation of Payment of Fees for the Public Media Service to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all four of the amendments submitted to the Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all four of the amendments submitted to the Bill amending the Law on Salary System of Public Sector Employees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all five of the amendments submitted to the Bill amending the Law on Salaries of Civil Servants and General Service Employees in Bodies of Autonomous Provinces and Local Self-Government Units to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all five of the amendments submitted to the Bill amending the Law on Public Service Employees to be compliant with the Constitution and legal system of the Republic of Serbia.

The Committee found all 67 of the amendments submitted to the Bill on Agency Employment to be compliant with the Constitution and legal system of the Republic of Serbia.

The sitting was chaired by Committee Chairman Djordje Komlenski and attended by the following Committee members and deputy members: Aleksandra Majkic, Zivan Djurisic, Vesna Markovic, Srbislav Filipovic, Bojan Torbica, Dr Balint Pasztor, Petar Petrovic and Milena Corilic.
