Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Shaip Kamberi, Zoltan Pek and Dr Boban Birmancevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

1. Bill on the Rights of Users of Temporary Accommodation Social Care Services, submitted by the Government;
2. Bill on the Loan of the Republic of Serbia with Banca Intesa AD Belgrade for the Financing of the Ruma – Sabac – Loznica Project, submitted by the Government;
3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of India to Grant Consent for the Paid Employment of Family Members the Staff of Diplomatic and Consular Representative Offices, submitted by the Government;
4. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
5. Proposal of the Decision on the election of High Judicial Council member from the ranks of appellate court judges, submitted by the High Judicial Council;
6. Proposal of the Decision on the termination of office of Public Prosecutor in the Basic Public Prosecutor’s Office in Velika Plana, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
7. Proposal of the Decision on the termination of office of Administrative Court President, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
8. Proposal of the Decision on the termination of office of two members of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending and
9. Proposal of the Decision on the election of member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending.

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 3 and a joint single debate on items 4 to 9 on the agenda.

The MPs then commenced the joint debate in principle and single debate on items 1 to 3 on the agenda, presented by Minister of Labour, Employment, Veteran and Social Affairs Darija Kisic Tepavcevic.

On the second day of the proceedings, 15 December 2021, the National Assembly conducted and concluded the joint single debate on items 4 to 9 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic, set Wednesday, 15 December 2021, as Voting Day on all the items on the agenda of the 12th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 5 pm.

Voting Day

On Voting Day, 15 December 2021, by majority vote, the National Assembly passed the following:

1. Bill on the Rights of Users of Temporary Accommodation Social Care Services, submitted by the Government;
2. Bill on the Loan of the Republic of Serbia with Banca Intesa AD Belgrade for the Financing of the Ruma – Sabac – Loznica Project, submitted by the Government;
