11th Sitting of the Committee on Kosovo-Metohija

At the sitting held on 11 December, the members of the Committee on Kosovo-Metohija reviewed the Progress Report on the Belgrade-Pristina dialogue for the period April-October 2015, submitted by the Office for Kosovo-Metohija and the Office for the Coordination of Affairs in the Process of Negotiations with the Provisional Institutions of Self-Government in Pristina.


The report was presented by Dusan Kozarev, Deputy Director of the Office for Kosovo-Metohija, who briefed the Committee members on the situation in Kosovo-Metohija in great detail and the dynamics of the implementation of the Brussels agreements. The key progress realised in the reported period relates to the agreement achieved in Brussels on 25 August about the documents concerning the establishment of the Community of Serb municipalities, telecommunication, energy and freedom of movement, said Kozarev. He spoke about the socio-political situation in Kosovo-Metohija which continues to be complex and is characterised by obstructions to the establishment of the Community of Serb municipalities. Speaking of the security situation in Kosovo-Metohija, the tensions between the ruling party and the opposition could be redirected to minority communities. He also spoke of the instances of attacks on the Serbian and non-Albanian population, especially the recent developments in Gorazdevac. Kozarev outlined the obligations stemming from the first agreement concerning the Community of Serb municipalities, police, judiciary, energy, telecommunications and European integration, the obligations from the technical agreements relating to the cadastre, right and death registries, customs stamp, university diplomas, freedom of movement, regional representation, integrated crossings management, liaison officers, and other obligations concerning customs duties, northern Kosovo-Metohija development fund, car insurance, free trade, civil protection, bridge in Kosovska Mitrovica and the agreement and dialogue between the chambers of commerce.

In the ensuing discussion the Committee members asked about the specific obligations from the technical agreements concerning energy, northern Kosovo-Metohija development fund and telecommunication. They spoke about establishing a special criminal court, the opening of chapter 35 and its impact on the opening of other negotiation chapters, opening of the bridge on Ibar, exile of Serbs from Kosovo-Metohija, employment, etc.

After the debate, the Committee members unanimously accepted the Progress Report on the Belgrade-Pristina dialogue for the period April-October 2015.

The Committee Chairman then briefed the Committee members on the activities of the Working Group for the Collection of Facts and Evidence for the Investigation of Crimes Committed against Serbs and Other National Communities in Kosovo-Metohija.

The sitting was attended by the presidents of Kosovo-Metohija administrative districts.

The sitting was chaired by Committee Chairman Milovan Drecun.
