At the request of 154 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 11th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature for Monday, 11 February 2019.

- Proposal of the Decision on the Election of a member of the Council of the Governor of the National Bank of Serbia, submitted by the Committee on Finance, State Budget and Control of Public Spending,
- Proposal of the Decision on the termination of office of President of the Securities Commission, submitted by the Committee on Finance, State Budget and Control of Public Spending, and
- Collective List of candidates for members of the National Council for Culture, submitted by the Culture and Information Committee.
The National Assembly went on to note the termination of the term of office of MPs Ivana Stojiljkovic and Ljibuska Lakatos.
The National Assembly then commenced the joint debate in principle and single debate on items 1 to 40 on the agenda and the bills were presented by representatives of the submitter Minister of Education, Science and Technological Development Mladen Sarcevic and Minister of Culture and the Media Vladan Vukosavljevic.
By the end of the day, the MPs conducted and concluded the joint debate in principle and single debate on items 1 to 40 on the agenda.
In the course of the proceedings, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MPs Nemanja Radojevic, Vojin Biljic and Andrijana Avramov, elected from the Electoral List ENOUGH IS ENOUGH – SASA RADULOVIC, and Violeta Lutovac and Milan Ljubic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, after which the newly-elected MP took the oath of office and the National Assembly Speaker wished them success.
By the end of the day, the National Assembly concluded the debate in detail on the items on the agenda.
As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 14 February, as Voting Day on all the items on the agenda of the 11th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.
On Voting Day, 14 February, by majority vote, the National Assembly passed the Bill amending and modifying the Law on Preschool Education, Bill amending and modifying the Law on Primary Education, Bill amending and modifying the Law on the Foundations of the Education System, Bill amending and modifying the Law on Pupil and Student Standards and the Bill amending and modifying the Law on the Serbian Literary Cooperative.
