10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Tuesday, 24 December 2019, starting at 10 am.


Before ascertaining the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Fatmir Hasani, Milija Miletic, Aleksandar Seselj, Marjana Maras, Srbislav Filipovic, Tatjana Macura and Djordje Vukadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic, then greeted the students of three elementary schools from Nis who followed part of the sitting from the gallery of the Grand Hall of the National Assembly House.

The National Assembly adopted the following agenda:

  1. Bill amending and modifying the Law on the Serbian Armed Forces, submitted by the Government;
  2. Proposal of the Defence Strategy of the Republic of Serbia, submitted by the Government;
  3. Proposal of the National Security Strategy of the Republic of Serbia, submitted by the Government;
  4. Proposal of the Decision on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, submitted by the Government;
  5. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic, submitted by the Government;
  6. Bill amending and modifying the Law on Migration Management, submitted by the Government, and
  7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on the Establishment of Border Crossing Miratovac-Lojane, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 6 on the agenda.

The MPs proceeded to commence a joint debate in principle and single debate on items 1 to 6 on the agenda, presented by Minister of Defence Aleksandar Vulin as representative of the submitter.

In the course of the proceedings, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic informed the MPs that the Government had withdrawn the Bill amending and modifying the Law on Migration Management, proposed as item 6 on the agenda, from procedure.

By the end of the day the National Assembly completed the joint debate in principle and single debate on items 1 to 5 on the agenda.

On the second day of the proceedings, 25 December, the National Assembly conducted and concluded a single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on the Establishment of Border Crossing Miratovac-Lojane.

The Bill was presented by Minister of Defence Aleksandar Vulin as representative of the submitter.

In the course of the proceedings, in line with Article 168, paragraph 3, of the National Assembly Rules of Procedure, at the proposal of the Culture and Information Committee, the National Assembly included the Candidate List for member of the Council of the Regulatory Authority for Electronic Media into the agenda of the 10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.

The Candidate List for member of the Council of the Regulatory Authority for Electronic Media was presented by the Chairman of the Culture and Information Committee Mirko Krlic as representative of the submitter.

By the end of the day the National Assembly completed a single debate on the abovementioned item.

On the third day of the proceedings, 26 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Nada Lazic, Milija Miletic, Snezana Paunovic, Djordje Vukadinovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and for the remainder of the day conducted a debate in detail on item one on the agenda - Bill amending and modifying the Law on the Serbian Armed Forces.

On the fourth day of the proceedings, 24 December, the National Assembly completed the debate in detail on the Bill amending and modifying the Law on the Serbian Armed Forces.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 27 December, as Voting Day on all the items on the agenda of the 10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 3.15 pm.

Voting Day

On Voting Day, 27 December, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on the Serbian Armed Forces, Proposal of the Defence Strategy of the Republic of Serbia, Proposal of the National Security Strategy of the Republic of Serbia, Proposal of the Decision on the Engagement of the Serbian Armed Forces and Other Defence Forces in Multinational Operations outside of the Republic of Serbia Borders, Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on the Establishment of Border Crossing Miratovac-Lojane.

The National Assembly elected Judita Popovic, nominated by the competent National Assembly committee, Zoran Simjanovic, nominated by the associations of film, stage and theatre artists and associations of composers in the Republic of Serbia, and Aleksandar Vitkovic, nominated by the national councils of national minorities, members of the Council of the Regulatory Authority for Electronic Media. The National Assembly Speaker congratulated the newly-elected REM members and wished them success on behalf of the MPs and herself.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 10th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, after which choir “Nocturno” performed the national anthem of the Republic of Serbia concluding the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
