10th Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government

At the sitting held on 3 December 2025, the Committee on the Judiciary, Public Administration and Local Self-Government considered the candidates nominated for members and deputy members of the Commission for Audit, Verification and Control of the Accuracy and Updating of the Voter Register, in line with the memo of the Committee Chairman and public call for the nomination of candidates for members and deputy members of the Commission for Audit, Verification and Control of the Accuracy and Updating of the Voter Register of 17 November 2025.


Committee Chairman Dr Ugljesa Mrdic reminded the attending that the Law amending and modifying the Law on the Unified Electoral Roll prescribes the revision of the voter register as a procedure for analysing and assessing the quality of the accuracy, reliability and efficiency of maintaining and updating the voter register.

The audit is carried out by the Commission for Audit, Verification and Control of the Accuracy and Updating of the Voter Register, said the Committee Chairman, adding that the Commission consists of 10 members and their deputies, appointed by the National Assembly.

Eight members and deputies are appointed upon the proposal of the National Assembly parliamentary groups, two members and deputies are appointed upon the proposal of associations authorised by the Republic Electoral Commission to observe at least three election procedures.

Of these, the five largest parliamentary groups that are part of the parliamentary majority propose five members and deputy members of the Commission (one each); the three parliamentary groups that are not part of the parliamentary majority propose three members and deputy members of the Commission (one each), and interested associations submit a proposal for one member and deputy member of the Commission.

On the basis of this, as the Committee Chairman, Dr Ugljesa Mrdic, on 17 November 2025, sent a call for nominations to the largest majority parliamentary groups: ALEKSANDAR VUCIC – Serbia Must Not Stop; IVICA DACIC - Socialist Party of Serbia (SPS); PUPS – Solidarity and Justice; Alliance of Vojvodina Hungarians and the Social Democratic Party of Serbia, as well as to the three parliamentary groups that make up the opposition: NEW DSS - POKS (NADA); People's Movement of Serbia - New Face of Serbia and the Party of Freedom and Justice.

Based on REC’s information, the Committee Chairman sent a letter to the associations Centre for Free Elections and Democracy and CRTA, to nominate one member and one deputy member of the Commission.

Mrdic said that all the contacted nominators, except for two, submitted their applications with supporting documentation within the prescribed deadline. The parliamentary groups NEW DSS - POKS (NADA) and the Party of Freedom and Justice did not submit nominations for a member and deputy member of the Commission within the legal deadline, Mrdic pointed out, and it is necessary to contact the following two opposition parliamentary groups to submit their nominations within 15 days: Green–Left Front - Don’t Let Belgrade D(r)оwn; Democratic Party - DS and SERBIA CENTRE - SRCE (which have the same number of PG members).

The Committee Chairman said that, based on the applications submitted, the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group proposed Srdjan Smiljanic as a member and Vladimir Dimitrijevic as a deputy member of the Commission; the IVICA DACIC - Socialist Party of Serbia (SPS) Parliamentary Group proposed Mladen Mladenovic as a member and Zoran Militarov as a deputy member; the PUPS - Solidarity and Justice Parliamentary Group proposed Vladimir Pudar as a member and Nikola Radonjic as a deputy member; the Alliance of Vojvodina Hungarians Parliamentary Group proposed Goran Vujicic as a member and Bela Butas as a deputy member; the Social Democratic Party of Serbia Parliamentary Group proposed Nikola Banjac as a member and Zoran Dizdarevic as a deputy member; the People's Movement of Serbia - New Face of Serbia proposed Nebojsa Spasojevic as a member and Dejan Stevanovic as a deputy member.

The Centre for Free Elections and Democracy proposed Emilija Orestijevic as a member and Ivo Colovic as a deputy member, and CRTA proposed Vujo Ilic and Vladimir Erceg as a member and deputy member of the Commission, said Mrdic.

Following a discussion, the Committee determined that the proposals for candidates for the election of member and deputy member of the Commission were submitted by authorised proposers, and that the candidates for member and deputy member of the Commission meet the requirements prescribed by law. The Committee members also decided to send a letter to the opposition parliamentary groups Green–Left Front - Don’t Let Belgrade D(r)оwn; Democratic Party - DS and SERBIA CENTRE - SRCE to submit their proposals within 15 days.

The sitting was chaired by Committee Chairman Dr Ugljesa Mrdic and attended by the following Committee members and deputy members: Branko Pavlovic, Biljana Ilic-Stosic, Natasa Milic Milas, Djordje Komlenski, Risto Kostov, Dragan Nikolic, Verica Milanovic, Bogdan Radovanovic, Boris Bajic, Lidija Nacic, Goran Spasojevic, Jasmina Palurovic and Aleksandar Ivanovic.
