10th Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government

At the sitting held on 6 March 2023, the members of the Committee on the Judiciary, Public Administration and Local Self-Government considered the following:


  1. Applications for the first public competition for the election of members of the High Judicial Council and compilation of a candidate list;
  2. Applications for the first public competition for the election of members of the High Prosecutorial Council and compilation of a candidate list, and
  3. Establishment of an interview schedule for the election of members of the High Judicial Council and High Prosecutorial Council.
The Chairman of the Committee on the Judiciary, Public Administration and Local Self-Government informed the Committee members that the Decision to call a public competition for the election of four members of the High Judicial Council elected by the National Assembly is passed by the National Assembly Speaker. The National Assembly elects High Judicial Council members at the proposal of the Committee on the Judiciary, Public Administration and Local Self-Government by a two-third majority.

A total of 19 candidates had submitted applications accompanied by full documentation for the election of four members of the High Judicial Council, with the Committee members deciding to reject the application submitted by Borivoj Stankovic from Leskovac as untimely.

Moving on, the Chairman of the Committee on the Judiciary, Public Administration and Local Self-Government informed the Committee members that the Decision to call a public competition for the election of four members of the High Prosecutorial Council elected by the National Assembly is passed by the National Assembly Speaker. The National Assembly elects High Prosecutorial Council members at the proposal of the Committee on the Judiciary, Public Administration and Local Self-Government by a two-third majority.

A total of 13 candidates had submitted applications accompanied by full documentation for the election of four members of the High Prosecutorial Council, with the Committee members deciding to reject as untimely the applications submitted by Dejan Jaksic from Novi Sad and Slobodan Orlovic from Novi Sad. The application of Dragana Obrenovic from Uzice, submitted by e-mail, without the required form and lacking appropriate accompanying documentation, could not be accepted an application for the election of four members of the High Prosecutorial Council and was thus not taken into consideration.

The Committee members went on to accept the Proposal of the Decision establishing the interview schedule for the eligible candidates for the election of High Judicial Council and High Prosecutorial Council members elected by the National Assembly.

The interviews of the eligible candidates for the election of High Judicial Council and High Prosecutorial Council members elected by the National Assembly will be conducted on Saturday, 11 March 2023, starting at 9 am, in the Small Hall of the National Assembly House, Belgrade, 13 Nikola Pasic Square.

The sitting was chaired by Committee Chairman Vladimir Djukanovic and attended by the following Committee members and deputy members: Svetozar Vujacic, Dijana Radovic, Dubravka Kralj, Bratimir Vasiljevic, Milica Nikolic, Danijela Nestorovic, Djordje Komlenski, Jelena Milosevic, Andrijana Vasic, Jovan Palalic, Miodrag Gavrilovic, Borisav Kovacevic, Dejan Sulkic, Prof. Dr Djordje Pavicevic and Dr Balint Pasztor.
