10th Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 24 December 2022, the members of the Committee on Constitutional and Legislative Issues considered in detail six bills on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.


Of the 18 amendments submitted to the Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Service Media, the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia. The Committee also found that the two amendments submitted by the MPs of the WE HAVE TO – TOGETHER Parliamentary Group are identical.

Of the 17 amendments submitted to the Bill amending the Law on Public Service Media, the Committee found three not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia. The Committee also found that the two amendments submitted by the MPs of the WE HAVE TO – TOGETHER Parliamentary Group are identical.

Of the 23 amendments submitted to the Bill amending the Law on Civil Servants, the Committee found two not to comply with the Constitution and legal system of the Republic of Serbia, while the rest were found to be compliant with the Constitution and legal system of the Republic of Serbia. The Committee also found that the two amendments submitted by the MPs of the WE HAVE TO – TOGETHER Parliamentary Group are identical.

The Committee rejected the one amendment submitted to the Bill on the Confirmation of the Agreement on Legal and Judicial Cooperation in Civil and Commercial Matters between the Republic of Serbia and the United Arab Emirates as incomplete under Article 163, paragraph 2 of the National Assembly Rules of Procedure, since Article 169, paragraph 2 of the National Assembly Rules of Procedure stipulates that no amendments can be submitted to the text of an international agreement. The Committee also rejected the one amendment submitted to the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Federative Republic of Brazil on Legal Assistance in Civil Matters as incomplete under Article 163, paragraph 2 of the National Assembly Rules of Procedure, since Article 169, paragraph 2 of the National Assembly Rules of Procedure stipulates that no amendments can be submitted to the text of an international agreement.

The Committee rejected the one amendment submitted to the Bill on the Confirmation of the Second Additional Protocol to the Convention on Cybercrime on enhanced co-operation and disclosure of electronic evidence as incomplete under Article 163, paragraph 2 of the National Assembly Rules of Procedure, since Article 169, paragraph 2 of the National Assembly Rules of Procedure stipulates that no amendments can be submitted to the text of an international agreement.

On behalf of the Ministry of Public Administration and Local Self-Government the sitting was attended by State Secretary Djordje Dabic and Assistant Minister Ivana Savicevic, behalf of the Ministry of Justice by State Secretary Vladimir Vins and behalf of the Ministry of Information and Telecommunications by Head of the Information and Media Sector Dejan Stojanovic.

The sitting was chaired by Committee Chairperson Jelena Zaric Kovacevic, and attended by the following Committee members and deputy members: Dr Zika Bujkulic, Dubravka Kralj, Milica Nikolic, Dr Ugljesa Mrdic, Vesna Nedovic, Olja Petrovic, Ljubinko Djurkovic, Zvonimir Stevic and Sanja Lakic.
