10th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of 236 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Wednesday, 28 July 2021, starting at 10 am.


The MPs’ request to hold the session ascertained the following agenda:

  1. Bill amending the Law on Culture, submitted by the Government;
  2. Bill amending the Law on Library and Information Activity, submitted by the Government, and
  3. Bill on the Confirmation of the Decision of the Joint Committee of the Central European Free Trade Agreement No. 1/2021 Adopted on 21 June 2021 amending Annex 4 of the Central European Free Trade Agreement (CEFTA 2006), setting out the Protocol Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation referred to in Article 14, paragraph 1 and 3, and repealing and replacing Decision No. 3/2013 and Decision 3/2015 of the Joint Committee of the Central European Free Trade Agreement, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 and 2 on the agenda.

The National Assembly then commenced, and by the end of the say concluded, the joint debate in principle on the first two items on the agenda - the Bill amending the Law on Culture and the Bill amending the Law on Library and Information Activity, presented by Minister for Human and Minority Rights and Social Dialogue Gordana Comic and Minister of Culture and Information Maja Gojkovic.
On the second day of the proceedings, 29 July 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Stefan Krkobabic, Dr Nina Pavicevic and Aleksandar Mirkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced the single debate on item three on the agenda – the Bill on the Confirmation of the Decision of the Joint Committee of the Central European Free Trade Agreement No. 1/2021 Adopted on 21 June 2021 amending Annex 4 of the Central European Free Trade Agreement (CEFTA 2006), setting out the Protocol Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation referred to in Article 14, paragraph 1 and 3, and repealing and replacing Decision No. 3/2013 and Decision 3/2015 of the Joint Committee of the Central European Free Trade Agreement, presented by Minister of Trade, Tourism and Telecommunications Tatjana Matic.

In the course of the session, National Assembly Speaker Ivica Dacic reminded the MPs that at the Ninth Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, Zagorka Dolovac was elected Republic Public Prosecutor. The National Assembly Speaker called on Dolovac to take the oath-of-office before the National Assembly, after which he wished her success on behalf of the MPs and his own behalf.

By the end of the day, the National Assembly had concluded the single debate on the third item on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic set Thursday, 29 July 2021, as Voting Day on all the items on the agenda of the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 7.06 pm.

On Voting Day, 29 July 2021, the National Assembly adopted the Bill amending the Law on Culture, Bill amending the Law on Library and Information Activity and the Bill on the Confirmation of the Decision of the Joint Committee of the Central European Free Trade Agreement No. 1/2021 Adopted on 21 June 2021 amending Annex 4 of the Central European Free Trade Agreement (CEFTA 2006), setting out the Protocol Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation referred to in Article 14, paragraph 1 and 3, and repealing and replacing Decision No. 3/2013 and Decision 3/2015 of the Joint Committee of the Central European Free Trade Agreement.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
