10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of 157 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature for Friday, 21 September 2018, starting at 10 am.


The MPs adopted the following agenda:

  1. Bill amending and modifying the Law on Pension and Disability Insurance, submitted by the Government;
  2. Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2018 Financial Plan, submitted by the Government;
  3. Bill amending and modifying the Law on Higher Education, submitted by the Government;
  4. Bill on Professions of Special Interest for the Republic of Serbia and the Conditions for their Performance, submitted by the Government;
  5. Bill on the Confirmation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Exchange and Mutual Protection of Confidential Information, submitted by the Government;
  7. Bill on the Confirmation of the Decision of the Joint Committee between the EFTA States and the Republic of Serbia 1/2018 amending Protocol B to the Free Trade Agreement between EFTA Member States and the Republic of Serbia defining the “concept of originating products and methods of administrative of cooperation” and the Decision of the Joint Committee between the EFTA States and the Republic of Serbia 2/2018 amending Annex IV of the Free Trade Agreement between EFTA Member States and the Republic of Serbia, Trade Facilitation, submitted by the Government;
  8. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kyrgyz Republic on Mutual Visa Exemption for Holders of Ordinary Passports, submitted by the Government;
  9. Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania, submitted by the Government;
  10. Bill on the Confirmation of Additional Protocol 5 to the Agreement on Amendment of and the Accession to the Central European Free Trade Agreement and the Central European Free Trade Agreement Joint Committee Decision 3/2015 adopted on 26 November 2015 amending the Central European Free Trade Agreement Joint Committee Decision 3/2013 regarding Annex 4 of the Central European Free Trade Agreement (CEFTA 2006), Protocol Concerning the Definition of the Concept of “Originating Products” and Methods of Administrative Cooperation referred to in Article 14, paragraph 1 and 3 adopted on 20 November 2013, submitted by the Government;
  11. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of San Marino on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income, submitted by the Government;
  12. Bill on the Confirmation of Protocol I of the Free Trade Agreement between the Republic of Serbia and the Republic of Turkey and Protocol III on Trade in Services of the Free Trade Agreement between the Republic of Serbia and the Republic of Turkey, submitted by the Government;
  13. Bill on the Confirmation of the Defence Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Tunisia, submitted by the Government;
  14. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Italy on Facilitating the Application of the European Convention on Mutual Assistance in Criminal Matters of 20 April 1959, submitted by the Government;
  15. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Italy on Facilitating the Application of the European Convention on Extradition of 13 December 1957, submitted by the Government;
  16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on Stimulation and Protection of Investment, submitted by the Government;
  17. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Kazakhstan on Transfer of Sentenced Persons, submitted by the Government;
  18. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Kazakhstan on Legal Assistance in Criminal Matters, submitted by the Government;
  19. Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Kazakhstan, submitted by the Government;
  20. Bill on the Confirmation of the Protocol amending the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Delivery of Natural Gas from the Russian Federation to the Republic of Serbia of 13 October 2012, submitted by the Government;
  21. Bill on the Confirmation of the Economic, Trade and Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the State of Qatar, submitted by the Government;
  22. Bill on the Confirmation of the Trade and Economic Cooperation Agreement between the Republic of Serbia and the Republic of Argentina, submitted by the Government;
  23. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Cyprus on Exchange and Mutual Protection of Confidential Information, submitted by the Government;
  24. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of Romania on Mutual Protection of Exchanged Confidential Information, submitted by the Government;
  25. Bill on the Confirmation of the Council of Europe Convention on Cinematographic Co-production (revised), submitted by the Government;
  26. Bill on the Confirmation of the Trade and Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of Georgia, submitted by the Government;
  27. Bill on the Confirmation of the Acts of the Universal Postal Union, submitted by the Government;
  28. Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Greece, submitted by the Government;
  29. Bill on the Confirmation of the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity, submitted by the Government;
  30. Bill on the Confirmation of the Multilateral Agreement among the Countries of South-Eastern Europe for the Implementation of the Convention on Environmental Impact Assessment in a Transboundary Context, submitted by the Government;
  31. Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan, submitted by the Government;
  32. Bill on the Confirmation of the Social Security Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China, submitted by the Government;
  33. Proposal of the Decision on the Election of Vice-Governor of the National Bank of Serbia, submitted by the Governor of the National Bank of Serbia.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly went on to commence the joint debate in principle and single debate on items 1 to 33 on the agenda and the bills were presented by representatives of the submitter Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic and Minister of Finance Sinisa Mali.

The National Assembly conducted the joint debate in principle and single debate on all the items on the agenda for the remainder of the day.

On the second day of the proceedings, 24 September, the National Assembly continued and by the end of the day concluded the joint debate in principle and single debate on items 5 to 33 on the agenda.

In the course of the proceedings, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office before the expiry of the term he was elected for of MP Ivan Manojlovic, on the day of his resignation.

As the National Assembly had completed the single debate on items 5 to 33 on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Tuesday, 25 September, as Voting Day on items 5 to 33 on the agenda for the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.

With 135 MP votes in favour, the National Assembly also elected MA Dragana Stanic and Dr Ana Ivkovic Vice-Governors of the National Bank of Serbia, to a four-year and three-year term in office respectively.

On the fourth day of the proceedings, 26 September, the National Assembly commenced the debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance.

The session was attended by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic and Minister of Finance Sinisa Mali.

National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the Speaker of the National Assembly of the Republic of Srpska Nedeljko Cubrilovic and delegation in official visit to the National Assembly.

The MPs conducted the debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance for the remainder of the day.

On the fifth day, 27 September, before commencing the proceedings the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Slavisa Ristic, Milija Miletic, Jovan Jovanovic, Olena Papuga, Marija Janjusevic, Tatjana Macura, Nedjo Jovanovic, Sasa Radulovic, Goran Ciric and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance.

In the course of the proceedings, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Aleksandra Jevtic, elected from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING, after which the newly-elected MP took the oath of office.

The MPs conducted the debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance for the remainder of the day.

On the sixth day of the proceedings, 28 September, the National Assembly continued and by the end of the day concluded the debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance.

By the end of the day the National Assembly had also completed a debate in detail on items 3 and 4 on the agenda – the Bill amending and modifying the Law on Higher Education and the Bill on Professions of Special Interest for the Republic of Serbia and the Conditions for their Performance.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Saturday, 29 September, as Voting Day on items 1 to 4 on the agenda for the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 10 am.

On Voting Day on items 1 to 4 on the agenda for the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, by majority vote, the National Assembly passed the Bill amending and modifying the Law on Pension and Disability Insurance and found justifiable grounds that the Law come into force less than eight days since publication.

The MPs also passed, by majority vote, the Proposal of the Decision to Grant Consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2018 Financial Plan, Bill amending and modifying the Law on Higher Education, also ruling that there are justifiable grounds for the Law to come into force less than eight days since publication.

The National Assembly then went on to pass the Bill on Professions of Special Interest for the Republic of Serbia and the Conditions for their Performance, by majority vote.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the 10th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
