Twelfth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005

At the request of the Government of the Republic of Serbia, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Twelfth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005 for 10 a.


At the request of the Government of the Republic of Serbia, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, convened the Twelfth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005 for 10 a.m. on Wednesday 14 September.

The following agenda was set for the sitting by the Government of the Republic of Serbia:


    - Bill Amending and Modifying the Pension and Disability Insurance Act, proposed by the Government of the Republic of Serbia;
    - Bill on Voluntary Pension Funds and Pension Plans, proposed by the Government of the Republic of Serbia;
    - Bill on the Payment of Contributions for Pension and Disability Insurance for Certain Categories of Employee Beneficiaries, proposed by the Government of the Republic of Serbia;
    - Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Employees for Unpaid Pensions and Reimbursements, proposed by the Government of the Republic of Serbia;
    - Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Farmers for Unpaid Pensions and Reimbursements, proposed by the Government of the Republic of Serbia;
    - Criminal Code Bill, proposed by the Government of the Republic of Serbia;
    - Bill on Underage Perpetrators of Criminal Offences and Criminal Protection of Underage Persons, proposed by the Government of the Republic of Serbia;
    - Bill on the Performance of Criminal Sanctions, proposed by the Government of the Republic of Serbia;
    - Bill on the Programme of Protection of Participants in Criminal Proceedings, proposed by the Government of the Republic of Serbia;
    - Bill Amending and Modifying the Code on Criminal Proceedings, proposed by the Government of the Republic of Serbia;
    - Veterinary Medicine Bill, proposed by the Government of the Republic of Serbia;
    - Bill on the Veterinary, Plant Protection and Sanitary Laboratories Agency, proposed by the Government of the Republic of Serbia.

On the first day of the sitting, the National Assembly commenced joint discussion in principle on the Bill Amending and Modifying the Pension and Disability Insurance Act, the Bill on Voluntary Pension Funds and Pension Plans, the Bill on the Payment of Contributions for Pension and Disability Insurance for Certain Categories of Employee Beneficiaries, the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Employees for Unpaid Pensions and Reimbursements, and the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Farmers for Unpaid Pensions and Reimbursements.

At the start of the second day of the sitting (15 September), the Minister of Labour, Employment and Social Policy, Slobodan Lalovic, and the Minister of Finance, Mladjan Dinkic, addressed the deputies as representatives of the proposer of the pension law package.

The deputies went on to hold joint discussion in principle on the Bill Amending and Modifying the Pension and Disability Insurance Act, the Bill on Voluntary Pension Funds and Pension Plans, the Bill on the Payment of Contributions for Pension and Disability Insurance for Certain Categories of Employee Beneficiaries, and the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Farmers for Unpaid Pensions and Reimbursements.

During the morning part of the third day’s session (19 September), the National Assembly concluded joint debate in principle on the Bill Amending and Modifying the Pension and Disability Insurance Act, the Bill on Voluntary Pension Funds and Pension Plans, the Bill on the Payment of Contributions for Pension and Disability Insurance for Certain Categories of Employee Beneficiaries, the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Employees for Unpaid Pensions and Reimbursements, and the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Farmers for Unpaid Pensions and Reimbursements.

At the beginning of the debate in principle on the Criminal Code Bill, the Bill on Underage Perpetrators of Criminal Offences and Criminal Protection of Underage Persons, the Bill on the Performance of Criminal Sanctions, the Bill on the Programme of Protection of Participants in Criminal Proceedings and the Bill Amending and Modifying the Code on Criminal Proceedings, the deputies were addressed by the Minister of Justice, Zoran Stojkovic, who explained amendments being made to the set of criminal justice laws.

The National Assembly then went on to discuss the Bills in principle.

On the fourth day of the sitting (20 September), the National Assembly held joint discussion in principle on the Veterinary Medicine Bill and the Bill on the Veterinary, Plant Protection and Sanitary Laboratories Agency.

After opening remarks were made by the Minister of Agriculture, Forestry and Water Management, Dr Ivana Dulic-Markovic, the deputies discussed the two Bills in principle.

On the fifth day of the sitting (21 September), the National Assembly discussed the particulars of the Bill Amending and Modifying the Pension and Disability Insurance Act.

On the sixth day of the sitting (22 September), the National Assembly discussed the particulars of the Bill on Voluntary Pension Funds and Pension Plans, the Bill on the Payment of Contributions for Pension and Disability Insurance for Certain Categories of Employee Beneficiaries, the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Employees for Unpaid Pensions and Reimbursements, and the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Farmers for Unpaid Pensions and Reimbursements.

On the seventh day of the sitting (26 September), the deputies discussed the particulars of the Criminal Code Bill.

On the eighth day of the sitting (27 September), the National Assembly discussed amendments submitted to the Bill on Underage Perpetrators of Criminal Offences and Criminal Protection of Underage Persons, the Bill on the Performance of Criminal Sanctions, the Bill on the Programme of Protection of Participants in Criminal Proceedings and the Bill Amending and Modifying the Code on Criminal Proceedings.

On the ninth day of the sitting (28 September), the National Assembly concluded discussion in principle on the Veterinary Medicine Bill and the Bill on the Veterinary, Plant Protection and Sanitary Laboratories Agency.

As the National Assembly had discussed all items from the agenda of the session in both principle and particular, a Voting Day session was convened for 10 a.m. on Thursday 29 September.

On Voting Day (29 September), the National Assembly adopted, in their entirety, the Bill Amending and Modifying the Pension and Disability Insurance Act, the Bill on Voluntary Pension Funds and Pension Plans, the Bill on the Payment of Contributions for Pension and Disability Insurance for Certain Categories of Employee Beneficiaries, the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Employees for Unpaid Pensions and Reimbursements, and the Bill on the Public Debt of the Republic of Serbia Arising From Assumption of Obligations of the Republic Fund for Pension and Disability Insurance of Farmers for Unpaid Pensions and Reimbursements.

The National Assembly also adopted, in their entirety, the Criminal Code Bill, the Bill on Underage Perpetrators of Criminal Offences and Criminal Protection of Underage Persons, the Bill on the Performance of Criminal Sanctions, the Bill on the Programme of Protection of Participants in Criminal Proceedings, and the Bill Amending and Modifying the Code on Criminal Proceedings.

The National Assembly failed to adopt the Veterinary Medicine Bill and the Bill on the Veterinary, Plant Protection and Sanitary Laboratories Agency.

As the National Assembly had discussed and voted on all items from the agenda, the Chairman, Predrag Markovic, concluded the Twelfth Extraordinary Sitting of the National Assembly of the Republic of Serbia in 2005.
