Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, for Tuesday, 14 November, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Marko Djurisic, Sonja Pavlovic, Dr Sanda Raskovic Ivic, Milija Miletic, Olena Papuga, Zoran Radojicic, Dr Predrag Jelenkovic, Tatjana Macura, Radoslav Milojicic, Sreto Peric and Dusica Stojkovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to adopt the following agenda:

  1. Bill on Medical Devices, submitted by the Government of the Republic of Serbia;

  2. Bill amending the Law on Medical Documentation and Records, submitted by the Government of the Republic of Serbia;

  3. Bill on the Confirmation of the Financial Agreement Clinical Centres/C between the Republic of Serbia and the European Investment Bank, submitted by the Serbian Government of the Republic of Serbia.

  4. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Vladimir Orlic to complete a joint debate in principle and single debate on items 1 to 3 on the agenda.

On the second day of the proceedings, 15 November, the National Assembly commenced the joint debate in principle and single debate on items 1, 2 and 3 on the agenda, which were presented by Minister of Health Dr Zlatibor Loncar, representative of the submitter.

On the third day of the proceedings, 16 November, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zoran Zivkovic, Dr Djordje Vukadinovic, Gordana Comic, Dr Ana Stevanovic, Milija Miletic, MA Ivan Kostic, Nedjo Jovanovic, Zoran Krasic and Dr Boban Birmancevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

By the end of the day the MPs had completed the joint debate in principle and single debate on the Bill on Medical Devices, Bill amending the Law on Medical Documentation and Records and the Bill on the Confirmation of the Financial Agreement Clinical Centres/C between the Republic of Serbia and the European Investment Bank.

The MPs also completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.

On the fourth day of the proceedings, 20 November, the National Assembly commenced a debate in detail on the Bill on Medical Devices.

The National Assembly conducted the debate on the amendments submitted to the Bill for the remainder of the workday.

The sitting was attended by Minister of Health Dr Zlatibor Loncar.

On the fifth day of the proceedings, 21 November, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Djordje Vukadinovic, Olena Papuga, MA Aleksandra Jerkov, MA Ivan Kostic, Branka Stamenkovic, Jovan Jovanovic, Aleksandar Markovic and Marko Djurisic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and completed the debate in detail on the Bill on Medical Devices.

On the fifth day of the proceedings the National Assembly also completed a debate in detail on the Bill amending the Law on Medical Documentation and Records and the Bill on the Confirmation of the Financial Agreement Clinical Centres/C between the Republic of Serbia and the European Investment Bank.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Wednesday, 22 November 2017, as Voting Day on all the items on the agenda of the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017, starting at 10 am.

Voting Day

On Voting Day, 22 November, by majority vote, the National Assembly passed the Bill on Medical Devices, Bill amending the Law on Medical Documentation and Records, Bill on the Confirmation of the Financial Agreement Clinical Centres/C between the Republic of Serbia and the European Investment Bank and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2017.
