Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015
The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Tuesday, 20 October 2015, starting at 10 am.
Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Jugovic, Aleksandar Senic, Balsa Bozovic and Marijan Risticevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly established the following agenda:
1. Investment Bill, submitted by the Government;
2. Bill amending and modifying the Law on the Bankruptcy Supervision Agency, submitted by the Government;
3. Bill on Consensual Financial Restructuring, submitted by the Government;
4. Bill on the Confirmation of the Development Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic, submitted by the Government;
5. Bill amending and modifying the Law on Forests, submitted by the Government;
6. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandra Tomic to complete a joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda for the sitting.
The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda – the Investment Bill, Bill amending and modifying the Law on the Bankruptcy Supervision Agency, Bill on Consensual Financial Restructuring, and the Bill on the Confirmation of the Development Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic.
On the behalf of the submitter, the bills were elaborated by Minister of Economy Zeljko Sertic.
For the remainder of the day, the National Assembly conducted and concluded the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda – the Investment Bill, Bill amending and modifying the Law on the Bankruptcy Supervision Agency, Bill on Consensual Financial Restructuring, and the Bill on the Confirmation of the Development Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic.
On the second day of the proceedings, 21 October, the National Assembly conducted and concluded a debate in principle on the Bill amending and modifying the Law on Forests.
On the behalf of the submitter, the Bill was elaborated by Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic.
By the end of the day, the National Assembly had also completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.
On the third day of the proceedings, 22 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Dr Muamer Bacevac, Ivan Karic, MA Aleksandra Jerkov and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
Based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Miroslav Marinkovic, elected from the BORIS TADIC – New Democratic Party – Greens, LSV – Nenad Canak, Together for Serbia, VMDK, Together for Vojvodina, Democratic Left of Roma Electoral List, after which the newly-elected MP took the oath of office.
The National Assembly went on to complete a debate in detail on the Investment Bill.
The Chair, National Assembly Deputy Speaker Igor Becic greeted, on the behalf of the MPs and himself, the elementary school students from Vrnjacka Banja who followed part of the sitting from the gallery of the Grand Hall.
By the end of the day, the National Assembly had also completed a debate in detail on the Bill amending and modifying the Law on the Bankruptcy Supervision Agency and the Bill on Consensual Financial Restructuring.
On the fourth day of the proceedings, 23 October, the National Assembly commenced a debate in detail on the Bill amending and modifying the Law on Forests.
Having completed the debate in detail on the Bill amending and modifying the Law on Forests, the National Assembly went on to include the Proposal of the Decision on the termination of office of High Judicial Council member from the ranks of law faculty professors in the agenda.
As the National Assembly completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Friday, 23 October 2015, as Voting Day on all the items on the agenda for the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 1.57 pm.

On Voting Day, 23 October, by majority vote, the National Assembly passed the following:
On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker MA Igor Becic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
