Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Monday, 13 October, starting 10 am.


The National Assembly adopted an agenda bearing six items:

1. Bill on Prevention of Doping in Sport, submitted by the Government;

2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia on Cooperation in the Protection against Natural and other Disasters, submitted by the Government;

3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Mutual Recognition of Driving Licenses, submitted by the Government;

4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Vracev Gaj (Republic of Serbia) and Socol (Romania) on the Serbia-Romania State Border, submitted by the Government;

5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Golubac (Republic of Serbia) and Moldova Noua (Romania) on the Serbia-Romania State Border, submitted by the Government;

6. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint single debate on items 2, 3, 4 and 5 on the agenda.

The National Assembly proceeded to commence a debate in principle on the Bill on Prevention of Doping in Sport, elaborated by representative of the submitter Minister of Youth and Sport Vanja Udovicic.

By the end of the day, the National Assembly concluded the debate in principle on the Bill on Prevention of Doping in Sport.

On the second day of the proceedings, 14 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Members of Parliament Prof. Dr Janko Veselinovic, Zika Gojkovic, Milan Korac, Miodrag Linta and Borislav Stefanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a joint single debate on the bills listed as items 2, 3, 4 and 5 on the agenda – the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia on Cooperation in the Protection against Natural and other Disasters, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Mutual Recognition of Driving Licenses, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Vracev Gaj (Republic of Serbia) and Socol (Romania) on the Serbia-Romania State Border and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Golubac (Republic of Serbia) and Moldova Noua (Romania) on the Serbia-Romania State Border, submitted by the Government.

On the behalf of the submitter, the bills were elaborated by Minister without portfolio MA Velimir Ilic.

The National Assembly conducted and concluded the joint single debate on items 2, 3, 4 and 5 on the agenda.

The National Assembly went on to commence and conclude a single debate on the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

On the third day of the proceedings, 15 October, the National Assembly completed a debate in detail on the Bill on Prevention of Doping in Sport.

As the National Assembly had completed the debate on the all the items on the agenda, National Assembly Speaker Maja Gojkovic set Wednesday, 15 October 2014, as Voting Day on all the items on the agenda for the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 2.15 pm.

Voting Day

On Voting Day, by a majority of MPs’ votes, the National Assembly passed the Bill on Prevention of Doping in Sport, submitted by the Government, as well as the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia on Cooperation in the Protection against Natural and other Disasters, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia on Mutual Recognition of Driving Licenses, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Vracev Gaj (Republic of Serbia) and Socol (Romania) on the Serbia-Romania State Border, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on the opening of international border crossing Golubac (Republic of Serbia) and Moldova Noua (Romania) on the Serbia-Romania State Border, submitted by the Government.
By a majority of MPs’ votes, the National Assembly also adopted the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Socialist Party of Serbia Parliamentary Group.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
