Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2014

At the request of 205 MPs, National Assembly Speaker Maja Gojkovic convened the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, for Tuesday, 17 June 2014, starting at 1 pm.


The request to hold the Third Extraordinary Session specifies an agenda bearing 10 items:

1. Bill on the Confirmation of the Financial Agreement between the Republic of Serbia and the European Investment Bank “Road Rehabilitation and Safety”, submitted by the Government;
2. Bill on the Confirmation of the Loan Agreement (Road Rehabilitation and Traffic Safety Improvement Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government;
3. Bill on the Confirmation of the Loan Agreement (Road Rehabilitation and Traffic Safety Improvement Project) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;
4. Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Report for the period 1 April to 30 June 2013, submitted by the Republic Commission for the Protection of Rights in Public Procurement Procedures, accompanied by the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Information for the period 1 April to 30 September 2013, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
5. Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Report for the period 1 July to 31 December 2013, submitted by the Republic Commission for the Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
6. Fiscal Council 2013 Activity Report, submitted by the Fiscal Council of the Republic of Serbia, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
7. Central Securities Registry, Depository and Clearing House 2013 Business Report with the Central Securities Registry, Depository and Clearing House 2013 Financial Report and Independent Auditor’s Report, submitted by the Central Securities Registry, Depository and Clearing House a.d., accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending;
8. Proposal of the Decision establishing the composition of the Commission Monitoring the Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 - Women, Peace and Security in the Republic of Serbia (2010-2015), submitted by National Assembly Speaker Maja Gojkovic;
9. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group (Defence and Internal Affairs Committee) and
10. Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group (Committee on Constitutional and Legislative Issues).

The National Assembly accepted the proposal of MP Dubravka Filipovski to complete a joint single debate on the bills listed as items 1, 2 and 3 on the agenda, a joint single debate on the acts listed as items 4 and 5 on the agenda, a joint single debate on the acts listed as items 6 and 7 on the agenda and a joint single debate on the acts listed as items 8, 9 and 10 on the agenda for the session.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Janko Veselinovic, Olena Papuga, Dubravka Filipovski, Gordana Comic, Aleksandar Jugovic, Dr Aleksandra Tomic and Dr Sulejman Ugljanin, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and, by the end of the day, concluded the joint single debate on the bills listed as items 1, 2 and 3 on the agenda.
On the behalf of the submitter, Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic provided the rationale for the bills.

On the second day of the proceedings, 18 June, the National Assembly commenced and, by the end of the day, concluded the joint single debate on the acts listed as items 4 and 5 on the agenda – the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Report for the period 1 April to 30 June 2013, submitted by the Republic Commission for the Protection of Rights in Public Procurement Procedures, accompanied by the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Information for the period 1 April to 30 September 2013, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending and the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Report for the period 1 July to 31 December 2013, submitted by the Republic Commission for the Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.

As representative of the submitter of the reports, Chairman of the Republic Commission for the Protection of Rights in Public Procurement Procedures Sasa Varinac presented the reports to the MPs.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Sanja Tucakovic, before the expiry of the term she was elected for, on the day she tendered her resignation.

On the third day of the proceedings, 19 June, the National Assembly commenced the joint single debate on the acts listed as items 6 and 7 on the agenda.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Nada Lazic, Dragan Jovanovic, Blagoje Bradic, Aleksandra Jerkov, Zvonimir Stevic and Nikola Jolovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Having concluded the joint single debate on items 6 and 7 on the agenda, the National Assembly commenced and concluded the joint single debate on the acts listed as items 8, 9 and 10 on the agenda for the session.

As the National Assembly had concluded the debate on all the items on the agenda, National Assembly Speaker Maja Gojkovic set Thursday, 19 June 2014, as Voting Day on all the items on the agenda for the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, starting at 1.30 pm.

Voting Day

On Voting Day, 19 June, by a majority vote, the National Assembly adopted the Bill on the Confirmation of the Financial Agreement between the Republic of Serbia and the European Investment Bank “Road Rehabilitation and Safety”, submitted by the Government, Bill on the Confirmation of the Loan Agreement (Road Rehabilitation and Traffic Safety Improvement Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, submitted by the Government, as well as the Bill on the Confirmation of the Loan Agreement (Road Rehabilitation and Traffic Safety Improvement Project) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government.

By a majority vote, the National Assembly also adopted the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Report for the period 1 April to 30 June 2013, submitted by the Republic Commission for the Protection of Rights in Public Procurement Procedures, accompanied by the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Information for the period 1 April to 30 September 2013, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, as well as the Republic Commission for the Protection of Rights in Public Procurement Procedures Activity Report for the period 1 July to 31 December 2013, submitted by the Republic Commission for the Protection of Rights in Public Procurement Procedures, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Fiscal Council 2013 Activity Report, submitted by the Fiscal Council of the Republic of Serbia, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending, Central Securities Registry, Depository and Clearing House 2013 Business Report with the Central Securities Registry, Depository and Clearing House 2013 Financial Report and Independent Auditor’s Report, submitted by the Central Securities Registry, Depository and Clearing House a.d., accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending.

Also by a majority vote, the National Assembly adopted the Proposal of the Decision establishing the composition of the Commission Monitoring the Execution of the National Action Plan for the Implementation of United Nations Security Council Resolution 1325 - Women, Peace and Security in the Republic of Serbia (2010-2015), submitted by National Assembly Speaker Maja Gojkovic, Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group (Defence and Internal Affairs Committee) and the Proposal of the Decision modifying the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group (Committee on Constitutional and Legislative Issues).

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Extraordinary Session of the National Assembly of the Republic of Serbia in 2014.
