Third Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the proposal of 157 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 11 legislature, for Wednesday, 19 July 2017, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Election of Anti-Corruption Agency Board members from the lists submitted by the authorized nominators: President of the Republic, Supreme Court of Cassation, State Audit Institution, Social and Economic Council, and the Journalists’ Association of Serbia and Independent Journalists’ Association of Serbia, by mutual agreement;

  2. Proposal of the Decision on the Election of Fiscal Council Members, submitted by the Committee on Finance, State Budget and Control of Public Spending at the proposal of the authorized nominators: President of the Republic, Minister of Finance and the Governor of the National Bank of Serbia;

  3. Proposal of the Decision on the Election of Ombudsman, submitted by the Committee on Constitutional and Legislative Issues.

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on all the items on the agenda.

Before commencing the proceedings the MPs paid respects to the late MP Jovo Ostojic by a minute of silence.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office before the expiry of the term they were elected for to MP Branko Ruzic on the day of his resignation, and MP Jovo Ostojic on his death.

The National Assembly commenced the joint single debate on all the items on the agenda.

For the remainder of the day the National Assembly conducted the single debate on all the items on the agenda.

On the second day of the proceedings, 20 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs MA Predrag Jelenkovic, Goran Pekarski, Branka Stamenkovic, Djordje Komlenski, Sonja Pavlovic, MA Aleksandra Jerkov, Bosko Obradovic, Miroslav Aleksic, Milorad Mircic and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the joint single debate on all the items on the agenda.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MPs MA Dejan Radenkovic elected from the Electoral List IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma”, and Ruzica Nikolic elected from the Electoral List Dr VOJISLAV SESELJ - SERBIAN RADICAL PARTY.

By the end of the working day the National Assembly completed the joint single debate on all the items on the agenda.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Thursday, 20 July 2017, as Voting Day on all the items on the agenda of the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 3 pm.

Voting Day

On Voting Day, 20 July, the National Assembly elected the following Anti-Corruption Agency Board members: Dr Milos Stankovic by 147 votes, and Slobodan Gazivoda, Dr Jelena Stankovic and Ivan Kovacevic by 142 votes.

By majority vote the National Assembly also adopted the Proposal of the Decision on the Election of Fiscal Council Members. Prof. Dr Pavle Petrovic was elected Fiscal Council President and Prof. Dr Vladimir Vuckovic and MA Nikola Altiparmakov were elected members.

By 142 votes the National Assembly also adopted the Proposal of the Decision on the Election of Ombudsman and elected Zoran Pasalic.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature.
