The Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2001

The Chairperson of the National Assembly of the Republic of Serbia Nataša Micic convened the Third Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2001 for 20 December 2001. Before setting the agenda, the Deputies accepted a motion proposed by the Government of the Republic of Serbia that Bills Amending and Modifying the Act on Turnover Tax and the Excise Act, as well as the Bill on the Budget of the Republic of Serbia for the Year 2002, should be considered under urgent procedure.


The Chairperson of the National Assembly of the Republic of Serbia Nataša Micic convened the Third Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2001 for 20 December 2001.

Before setting the agenda, the Deputies accepted a motion proposed by the Government of the Republic of Serbia that Bills Amending and Modifying the Act on Turnover Tax and the Excise Act, as well as the Bill on the Budget of the Republic of Serbia for the Year 2002, should be considered under urgent procedure. A motion proposed by Deputy Goran Vesic, that a joint debate in principle should be held on motions to amend and modify these two Bills, was also accepted.

A proposal made by the Committee on Administration and Justice that a motion concerning the termination of office, dismissal and election of judicial officials should be put on the agenda under urgent procedure was accepted.

The National Assembly did not accept motions submitted by the Serbian Radical Party Deputies' Group, that the agenda should be widened to include a Proposal of a Resolution on the State in Kosovo and Metohia, a Bill amending the Act on the Election of Deputies, as well as motions made by that Deputies' Group that a vote of confidence should be taken on Ministers of the Interior Dušan Mihajlovic, and Education and Sport Gašo Kneževic.

Another motion that the Deputies did not accept was proposed by the DOS - Dr Vojislav Koštunica - Democratic Party of Serbia Deputies' Group, that the following items should be added to the agenda under urgent procedure: the Bill on Cooperation with the International Court for the Criminal Prosecution of Persons Responsible for Grave Breaches of International Humanitarian Law Committed on the Territory of Former Yugoslavia Since 1991, and the Proposal of a Recommendation on Resolving the Crisis in the Republic of Serbia.

The Deputies did not accept either a motion made by the Assembly of the Autonomous Province of Vojvodina, that a Bill on Establishing Certain Competences of the Autonomous Province of Vojvodina should be considered under urgent procedure.

The National Assembly set the following agenda:

1. Proposal of the Decision on Deputies Permanently Employed by the National Assembly of the Republic of Serbia, submitted by the Administrative Committee.

2. Bill Amending and Modifying the Act on Turnover Tax, with the reccommendation that it should be considered under urgent procedure, submitted by the Government of the Republic of Serbia,

3. Bill Amending and Modifying the Excise Act, with the reccommendation that it should be considered under urgent procedure, submitted by the Government of the Republic of Serbia,

4. Bill on the Budget of the Republic of Serbia for the Year 2002, with the reccommendation that it should be considered under urgent procedure, submitted by the Government of the Republic of Serbia,

5. Proposals of Decisions on the Termination of Office, Dismissal and Election of Judicial Officials, with the reccommendation that they should be considered under urgent procedure, submitted by the Committee on Justice and Administration.

The National Assembly adopted, without debate, the Proposal of the Decision on Deputies Permanently Employed by the National Assembly of the Republic of Serbia.

When work continued, joint initial debate began on the Bill Amending and Modifying the Act on Turnover Tax and the Bill Amending and Modifying the Excise Act.

After the joint debate ended, the end of the workday saw the National Assembly adopt these two Bills in principle.

On the second day of work (December 21) the Deputies took part in the debate on the particulars of, and voted on amendments to, these two Bills, and in the morning adopted the Bill Amending and Modifying the Act on Turnover Tax and the Bill Amending and Modifying the Excise Act as a whole.

The Budget of the Republic of Serbia for the Year 2002

The morning part of the day's work began with the speech of the Serbian Prime Minister Zoran Đindic to the National Assembly on the Bill on the Budget of the Republic of Serbia for the Year 2002.

Certain budgetary proposals were clarified by Ministers of Finance Božidar Đelic and Minister for International Economic Cooperation Goran Pitic.

The National Assembly began initial debate on the Bill on the Budget of the Republic of Serbia for the Year 2002.

On the third day of work (26 December), after initial debate ended, the Deputies adopted the Bill on the Budget of the Republic of Serbia in principle, and began debate on the particulars of, as well as voting on amendments to the Bill.

On the following day (27 December) the National Assembly continued the debate on the particulars of, as well as voting on amendments to the Bill, and, after debate ended, adopted the Bill on the Budget of the Republic of Serbia for the Year 2002 as a whole.

The National Assembly then proceeded to elect Siniša Simic Republic Public Prosecutor, after he had been proposed for that office by the Committee on Justice and Administration.

Siniša Simic took the oath before the National Assembly.

The National Assembly elected one Justice of the Supreme Court, a number of judges and presidents of courts of general competence, as well as of district, municipal and commercial courts, after proposals to that effect had been made by the Committee on Justice and Administration.

The National Assembly elected one Public Prosecutor, several deputy district public prosecutors, as well as municipal public prosecutors and their deputies, after proposals to that effect had been made by the Committee.

Proposals were adopted for the dismissal of a number of judicial officials, both on their own request or for reasons of retirement.

Concluding the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2001, the Assembly's Chairperson Nataša Micic extended New Year's greetings and wished the Deputies, citizens of Serbia, journalists and National Assembly officials a happier and more successful life.
