The First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2001

The President of the National Assembly of the Republic of Serbia Dragan Marsicanin convened the First Sitting of the Second Regular Session of the National Assembly for October 2, 2001.On the first day of the sitting, after a proposal had been made by the Administrative Committee, the Assembly confirmed the mandate of Deputy Vladan Radovanovic, elected on the Democratic Opposition of Serbia - Vojislav Kostunica PhD Electoral List.


The President of the National Assembly of the Republic of Serbia Dragan Marsicanin convened the First Sitting of the Second Regular Session of the National Assembly for October 2, 2001.

On the first day of the sitting, after a proposal had been made by the Administrative Committee, the Assembly confirmed the mandate of Deputy Vladan Radovanovic, elected on the Democratic Opposition of Serbia - Vojislav Kostunica PhD Electoral List.

The National Assembly determined the following agenda:

1. Proposal of the Decision on Modifying and Amending the Rules of Procedure of the National Assembly of the Republic of Serbia.

The Deputies accepted the proposal of a group of 41 deputies to consider the Proposal of this decision in an urgent procedure.

On the first, second and third day of the sitting of the Assembly a debate was held on the Proposal of the decision in principle. The debate was interrupted for sessions of the Administrative and Legislative Committees, both of which stated their opinions regarding a large number of proposed amendments.

In the morning of the fourth day of the sitting (October 8), the National Assembly concluded the debate in principle on the Proposal of the Decision on Modifying and Amending the Rules of Procedure of the National Assembly of the Republic of Serbia.

During a pause in the sitting, the President of the Assembly Dragan Marsicanin held a meeting with presidents and representatives of Deputies' Groups, except the Deputies' Group of the Serbian Radical Party, at which it was noted that the Rules of Procedure had not been infringed upon during the debate thus far.

It was proposed that the Assembly should state its opinion on which procedure should be used when the sitting resumed. It was agreed that each Deputies' Group should have 45 minutes to put forward its arguments to support amendments proposed by Deputies of that Deputies' Group, and that the number of Deputies which would take part in the debate should be determined by the Deputies' Group itself The National Assembly adopted this proposal.

During the afternoon, the debate was held as described, and then the National Assembly voted on each amendment separately and adopted the Proposal of the Decision on Modifying and Amending the Rules of Procedure of the National Assembly of the Republic of Serbia.

The Decision on Modifying and Amending the Rules of Procedure of the National Assembly of the Republic of Serbia was published in the Official Gazette of the Republic of Serbia number 59/01.
