Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014 for Monday, 15 December 2014, starting at 10 am.


The National Assembly set the following agenda:

1. Bill on Insurance, submitted by the National Bank of Serbia;
2. Bill on Payment Services, submitted by the National Bank of Serbia;
3. Bill amending and modifying the Law on Protection of Financial Service Consumers, submitted by the National Bank of Serbia;
4. Bill amending and modifying the Law on Foreign Exchange Transactions, submitted by the National Bank of Serbia;
5. Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the National Bank of Serbia;
6. Bill amending and modifying the Law on Enforcement and Security, submitted by a group of 131 MPs;
7. Candidate List for the election of a member of the National education Council, submitted by the Committee on Education, Science, Technological Development and the Information Society.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle on items 1, 2, 3, 4, and 5 on the agenda.

Before moving onto the agenda, pursuant to article 88, paragraph 1, item 2, and paragraph 3 and 4 of the of the Law on the Election of Members of Parliament, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Aleksandar Jablanovic, before the expiry of the term he was elected for, on the day he tendered his resignation. The vacant seat at the National Assembly will be filled in accordance with the Law on the Election of Members of Parliament.

The National Assembly then proceeded to commence a debate in principle on items 1, 2, 3, 4, and 5 on the agenda viz. the Bill on Insurance, Bill on Payment Services, Bill amending and modifying the Law on Protection of Financial Service Consumers, Bill amending and modifying the Law on Foreign Exchange Transactions and the Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism.

On the behalf of the submitter the bills were elaborated by the Governor of the National Bank of Serbia, Dr Jorgovanka Tabakovic.

By the end of the day, the National Assembly concluded the debate in principle on items 1, 2, 3, 4, and 5 on the agenda.

On the second day of the proceedings, 16 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Members of Parliament Dr Ljiljana Kosoric, MA Zlata Djeric, Aleksandar Senic, Natasa Vuckovic and Milija Miletic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and, by the end of the day, concluded a debate in principle on the Bill amending and modifying the Law on Enforcement and Security, submitted by a group of 131 MPs of the Serbian Progressive Party Parliamentary Group. On the behalf of the submitters, the Bill was elaborated by MP Biljana Pantic Pilja.

By the end of the day, the National Assembly also completed a single debate on the Candidate List for the election of a member of the National education Council, submitted by the National Assembly’s Committee on Education, Science, Technological Development and the Information Society.

On the third day of the proceedings, 17 December, the National Assembly commenced a debate in detail on the Bill on Insurance, submitted by the National Bank of Serbia.

Based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MP Gorjana Marinkovic, elected from the ALEKSANDAR VUCIC – FUTURE WE BELIEVE IN (Serbian Progressive Party, Social Democratic Party of Serbia, New Serbia, Serbian Renewal Movement, Socialist Movement) Electoral List, after which the newly-elected MP proceeded to take the oath of office.

The Chair, National Assembly Deputy Speaker Konstantin Arsenovic greeted, on the behalf of the MPs and himself, the students of Third Belgrade Grammar School who watched part of the sitting from the gallery of the Grand Hall.

By the end of the day, the National Assembly had completed a debate in detail on the Bill on Insurance, Bill on Payment Services, Bill amending and modifying the Law on Protection of Financial Service Consumers, Bill amending and modifying the Law on Foreign Exchange Transactions and the Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the National Bank of Serbia.

On the fourth day of the proceedings, 18 December, the National Assembly began and concluded a debate in detail on the Bill amending and modifying the Law on Enforcement and Security, submitted by a group of 131 MPs.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Members of Parliament Dr Janko Veselinovic, Zoran Babic and MA Aleksandra Jerkov, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Thursday, 18 December 2014, as Voting Day on all the items on the agenda for the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 1.30 pm.

Voting Day

On Voting Day, 18 December, by a majority vote, the National Assembly passed the Bill on Insurance, Bill on Payment Services, Bill amending and modifying the Law on Protection of Financial Service Consumers, Bill amending and modifying the Law on Foreign Exchange Transactions and the Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the National Bank of Serbia.

The National Assembly also passed the Bill amending and modifying the Law on Enforcement and Security, submitted by a group of 131 MPs.

By a majority vote, on Voting Day, the National Assembly elected Prof. Dr Rade Doroslovacki member of the National Education Council.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.
