Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009

The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009, for Friday, 11 December 2009, starting at 4 p.



The Speaker of the National Assembly of the Republic of Serbia, Prof. Dr Slavica Djukic-Dejanovic, convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009, for Friday, 11 December 2009, starting at 4 p.m.

The National Assembly adopted the following agenda:

1. The Bill on the Budget of the Republic of Serbia for 2010, with its accompanying proposals of decisions granting consent to financial plans for 2010 of:

a) the Republic Fund for Pension and Disability Insurance of Employees,

b) the Republic Health Insurance Agency,

c) the National Employment Service, submitted by the Government;

2. The Bill amending and modifying the Law on Pension and Disability Insurance, submitted by the Government;

3. The Bill amending and modifying the Law on Financial Support for Families with Children, submitted by the Government;

4. The Bill amending and modifying the Law on Takeover of Joint-Stock Companies, submitted by the Government;

5. The Bill amending and modifying the Public Debt Law, submitted by the Government;

6. The Bill amending and modifying the Insurance Law, submitted by the Government;

7. The Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Second Programmatic Private and Financial Sector Development Loan), submitted by the Government;

8. The Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Programmatic Public Finance Development Loan), submitted by the Government;

9. The Bill on the Confirmation of the Loan Agreement (K10) between the Republic of Serbia and the European Bank for Reconstruction and Development, submitted by the Government;

10. The Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank – Motorway Corridor 10 (E-75), submitted by the Government;

11. The Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank “Loan for municipal and regional infrastructure B”, submitted by the Government;

12. The Bill on the indebtedness of the Republic of Serbia at Eurobank EFG a.d. Belgrade submitted by the Government.

By a majority of votes, the National Assembly decided to conduct a joint discussion in principle on items 2, 3, 4, 5, 6 and 12, as well as a joint discussion in principle on items 7, 8, 9, 10 and 11 on the adopted agenda.

After the discussion in principle was open on the Bill on the Budget of the Republic of Serbia for 2010 as well as the joint discussion on the proposals of decisions granting consent to financial plans for 2010 ofthe Republic Fund for Pension and Disability Insurance of Employees,the Republic Health Insurance Agency andthe National Employment Service, the deputies were addressed by the Prime Minister of the Republic of Serbia Mirko Cvetkovic, and the proposed legal solutions were presented by the Minister of Finance, Diana Dragutinovic.

By the end of the day, the deputies had commenced a discussion in principle on the Bill on the Budget of the Republic of Serbia for 2010 and the joint discussion on the proposals of decisions granting consent to financial plans for 2010 ofthe Republic Fund for Pension and Disability Insurance of Employees,the Republic Health Insurance Agency andthe National Employment Service.

On the second day, 12 December, the National Assembly continued the discussion in principle on the Bill on the Budget of the Republic of Serbia for 2010 and the joint discussion on the proposals of decisions granting consent to financial plans for 2010 ofthe Republic Fund for Pension and Disability Insurance of Employees,the Republic Health Insurance Agency andthe National Employment Service.

The several hours of debate gave voice to objections and suggestions regarding the concept and structure of the proposed budget, and after the debate was completed, the Minister of Finance Diana Dragutinovic responded to some of the objections. Ministers of Infrastructure, Milutin Mrkonjic, and Education, Zarko Obradovic, took part in the session.

By the end of the day the National Assembly had concluded the discussion in principle on the Bill on the Budget of the Republic of Serbia for 2010 and the joint discussion on the proposals of decisions granting consent to financial plans for 2010 ofthe Republic Fund for Pension and Disability Insurance of Employees,the Republic Health Insurance Agency andthe National Employment Service.

On the third day of the session, 14 December, the National Assembly continued work with a joint discussion in principle on items 2, 3, 4, 5, 6, and 12: the Bill modifying the Law on Pension and Disability Insurance, Bill amending and modifying the Law on Financial Support for Families with Children, Bill amending and modifying the Law on Takeover of Joint-Stock Companies, Bill amending and modifying the Public Debt Law, Bill amending and modifying the Insurance Law and the Bill on the indebtedness of the Republic of Serbia at Eurobank EFG a.d. Belgrade.

Elaborating the laws accompanying the 2010 budget proposal, Minister of Finance Diana Dragutinovic particularly focused on two of them: the Bill modifying the Law on Pension and Disability Insurance and the Bill amending and modifying the Law on Financial Support for Families with Children.

In the afternoon part of the sitting, the National Assembly concluded the joint discussion in principle on the abovementioned items on the agenda.

The National Assembly then went on to conduct a joint unified discussion on items 7, 8, 9, 10 and 11: the Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Second Programmatic Private and Financial Sector Development Loan), Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Programmatic Public Finance Development Loan), Bill on the Confirmation of the Loan Agreement (K10) between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank – Motorway Corridor 10 (E-75) and the Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank “Loan for municipal and regional infrastructure B”.

On the fourth day of work, 15 December, at the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups, Milan Dimitrijevic, Miroslav Markicevic, Cedomir Jovanovic, Sasa Milenic and Dragan Todorovic requested information and/or explanations, under article 235 of the Rules of Procedure, and posed several questions to the Government of the Republic of Serbia and the National Assembly Speaker.

The National Assembly continued the joint unified discussion on items 7, 8, 9, 10 and 11 on the agenda.

On the fifth day, 16 December, before the National Assembly continued the session, a commemorative gathering was held on the occasion of the sudden death of deputy Nandor Maraci, at the Great Hall of the National Assembly House, starting at 10 a.m.

By a minute of silence, the deputies honoured their late colleague, and the National Assembly and the family of deputy Maraci were addressed by the National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic, Head of the Deputy Group For European Serbia Nada Kolundzija and deputy Gabor Lodi.

The National Assembly continued work at 11 a.m. by a joint unified discussion on the Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Second Programmatic Private and Financial Sector Development Loan), Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Programmatic Public Finance Development Loan), Bill on the Confirmation of the Loan Agreement (K10) between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank – Motorway Corridor 10 (E-75) and the Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank “Loan for municipal and regional infrastructure B”.

By the end of the day, the National Assembly had completed the joint unified discussion on these Bills and commenced a discussion on the particulars on the Bill on the Budget of the Republic of Serbia for 2010 with its accompanying proposals of decisions granting consent to financial plans for 2010 of:the Republic Fund for Pension and Disability Insurance of Employees,the Republic Health Insurance Agency andthe National Employment Service.

On the sixth day of work, 17 December, the National Assembly continued the discussion on the particulars on the Bill on the Budget of the Republic of Serbia for 2010 with its accompanying proposals of decisions granting consent to financial plans for 2010 of:the Republic Fund for Pension and Disability Insurance of Employees,the Republic Health Insurance Agency andthe National Employment Service.

At the beginning of the proceedings, the heads i.e. authorised representatives of the Deputy Groups, Milica Vojic-Markovic, Nebojsa Randjelovic, Miroslav Markicevic and Zoran Krasic requested information and explanations, under article 235 of the Rules of Procedure, and posed several questions to the Serbian Government and the National Assembly Speaker.

By the end of the day, the National Assembly had completed the discussion on the amendments to the Bill on the Budget of the Republic of Serbia for 2010, with its accompanying documents.

On the seventh day of work, 18 December, the National Assembly conducted a discussion on the particulars on the Bill modifying the Law on Pension and Disability Insurance, Bill amending and modifying the Law on Financial Support for Families with Children, Bill amending and modifying the Law on Takeover of Joint-Stock Companies, Bill amending and modifying the Public Debt Law, Bill amending and modifying the Insurance Law and Bill on the indebtedness of the Republic of Serbia at Eurobank EFG a.d. Belgrade.

At the proposal of the Administrative Committee, the National Assembly acknowledged the termination of the term of office of deputy Maraci Nandor, elected from the For European Serbia – Boris Tadic electoral list, before the expiration of the term he was elected for.

Based on the report of the Republic Electoral Commission and the proposal of the Administrative Committee, the National Assembly acknowledged the confirmation of the term of office of deputy Aniko Ziros-Jankelic, elected from the For European Serbia – Boris Tadic electoral list.

During the morning part of the proceedings, the Chair, Gordana Comic informed the deputies that part of the sitting was being viewed from the gallery of the Great Hall by a group of high-school students, members of the student parliament of the First Technical School of Kragujevac, visiting the National Assembly House.

By the end of the day, the National Assembly had completed the discussion on the particulars of the Bills accompanying the 2010 budget.

Since the National Assembly had completed the discussion on all the items on the agenda, the Chair, National Assembly Deputy Speaker Gordana Comic set Monday, 21 December as Voting Day on the items on the agenda for the Sixth Sitting of the Second Regular Session of the National Assembly in 2009, starting at 11 a.m.

Voting Day

On Voting Day the National Assembly adopted the Bill on the Budget of the Republic of Serbia for 2010, with its accompanying proposals of decisions granting consent to financial plans for 2010 of the Republic Fund for Pension and Disability Insurance of Employees, the Republic Health Insurance Agency and the National Employment Service, in its entirety.

The National Assembly also adopted the Bill amending and modifying the Law on Pension and Disability Insurance, Bill amending and modifying the Law on Financial Support for Families with Children, Bill amending and modifying the Law on Takeover of Joint-Stock Companies, Bill amending and modifying the Public Debt Law, Bill amending and modifying the Insurance Law, Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Second Programmatic Private and Financial Sector Development Loan), Bill on the Confirmation of the Loan Agreement between the Republic of Serbia and the International Bank for Reconstruction and Development (Programmatic Public Finance Development Loan), Bill on the Confirmation of the Loan Agreement (K10) between the Republic of Serbia and the European Bank for Reconstruction and Development, Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank – Motorway Corridor 10 (E-75), Bill on the Confirmation of the Finance Contract between the Republic of Serbia and the European Investment Bank “Loan for municipal and regional infrastructure B” and the Bill on the indebtedness of the Republic of Serbia at Eurobank EFG

a.d. Belgrade, in their entirety.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the deputies complained of during the sitting and decided that the Rules of Procedure had not been violated in any of the cases.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, the Speaker of the National Assembly, Slavica Djukic-Dejanovic, concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2009.
