The National Assembly adopted the following agenda for the Sixth Session of its Second Regular Sitting in 2004, which opened on 1 December 2004:

1. Forest Tree Seed Material Bill, submitted by the Government of the Republic of Serbia;
2. Bill Amending the Publishing Act, submitted by the Government of the Republic of Serbia;
3. Electronic Signature Bill, submitted by the Government of the Republic of Serbia;
4. Citizenship Bill, submitted by the Government of the Republic of Serbia;
5. Environmental Impact Assessment Bill, submitted by the Government of the Republic of Serbia;
6. Environmental Impact Strategic Assessment Bill, submitted by the Government of the Republic of Serbia;
7. Integrated Pollution Prevention and Control Bill, submitted by the Government of the Republic of Serbia;
8. Environmental Protection Bill, submitted by the Government of the Republic of Serbia;
9. Bill Repealing Certain Acts, submitted by the Government of the Republic of Serbia;
10. Bill Amending and Modifying the Individual Income Tax Act, submitted by the Government of the Republic of Serbia;
11. Bill Amending and Modifying the Property Taxes Act, submitted by the Government of the Republic of Serbia;
12. Bill Amending and Modifying the Excise Act, submitted by the Government of the Republic of Serbia;
13. Fiscal Cash Registers Bill, submitted by the Government of the Republic of Serbia;
14. Bill on the Settlement of Obligations of the Republic of Serbia with the National Bank of Serbia, submitted by the Government of the Republic of Serbia;
15. Bill Amending and Modifying the Act on Contributions for Compulsory Social Security, submitted by the Government of the Republic of Serbia;
16. Non-life Insurance Premiums Bill, submitted by the Government of the Republic of Serbia;
17. Bill Amending and Modifying the Local Self-Government Act, submitted by the Government of the Republic of Serbia;
18. Bill on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005, submitted by the Government of the Republic of Serbia;
19. Bill Amending the Act on the Privatisation Agency, submitted by the Government of the Republic of Serbia;
20. Government Bill, submitted by the Government of the Republic of Serbia;
21. Proposal of the Decision on the Formation of a Board of Inquiry Charged with Ascertaining Facts and Legality of Actions of Appropriate Public Authorities in the Procedure of Privatisation of the Arandjelovac-based Company Knjaz Milos, submitted by a group of 82 deputies of the Serbian Radical Party deputies’ group;
22. Election of the Vice-chairperson of the National Assembly of the Republic of Serbia, proposed by a group of 33 deputies of the Democratic Party – Boris Tadic deputies’ group, and
23. Bill Amending and Modifying the Act on the Organisation and Powers of Bodies in Proceedings Against Perpetrators of War Crimes, submitted by the Government of the Republic of Serbia.

At the beginning of the session, the Chairman of the National Assembly of the Republic of Serbia, Predrag Markovic, informed the deputies that deputy Dusan Petrovic had been designated chairman of the Democratic Party – Boris Tadic deputies’ group.

On the first day of the session, the National Assembly discussed the Forest Tree Seed Material and the Bill Amending the Publishing Act in principle and in particular.

After the mid-day recess, the National Assembly commenced discussing the Electronic Signature Bill in principle.

Mr Markovic informed the National Assembly that the Government of the Republic of Serbia had withdrawn the Government Bill from procedure.

On the second day of the session (2 December), the National Assembly concluded debate in principle and in particular on the Electronic Signature Bill and commenced to discuss the Bill on the Citizenship of the Republic of Serbia in principle.

Environmental Impact Assessment Bill, the Environmental Impact Strategic Assessment Bill, the Integrated Pollution Prevention and Control Bill and the Environmental Protection Bill.


On the fourth day of the Session (6 December), the National Assembly concluded joint debate in principle on the Environmental Impact Assessment Bill, the Environmental Impact Strategic Assessment Bill, the Integrated Pollution Prevention and Control Bill and the Environmental Protection Bill.

The Assembly went on to discuss the particulars of the Environmental Impact Assessment Bill, the Environmental Impact Strategic Assessment Bill, and the Integrated Pollution Prevention and Control Bill. After the mid-day recess, the National Assembly commenced discussing the particulars of the Environmental Protection Bill.

On the fifth day of the session (7 December), the National Assembly concluded debate of the particulars of the Environmental Protection Bill and debate in principle and in particular on the Bill Repealing Certain Acts.

After the mid-day recess, the Assembly commenced joint debate in principle on the Bill Amending and Modifying the Individual Income Tax Act, the Bill Amending and Modifying the Property Taxes Act, the Bill Amending and Modifying the Excise Act, the Fiscal Cash Registers Bill, the Bill on the Settlement of Obligations of the Republic of Serbia with the National Bank of Serbia, and the Non-life Insurance Premiums Tax Bill.

On the sixth day of the session (8 December), the National Assembly held joint discussion in principle on the Bills Amending and Modifying the Individual Income Tax Act, the Bill Amending and Modifying the Property Taxes Act, the Bill Amending and Modifying the Excise Act, the Fiscal Cash Registers Bill, the Bill on the Settlement of Obligations of the Republic of Serbia with the National Bank of Serbia, and the Non-life Insurance Premiums Tax Bill.

After the mid-day recess, the National Assembly commenced discussing the particulars of the Bill Amending and Modifying the Individual Income Tax Act.

On the seventh day of the session (9 December), the National Assembly discussed the particulars of the Bill Amending and Modifying the Individual Income Tax Act, the Bill Amending and Modifying the Property Taxes Act, the Bill Amending and Modifying the Excise Act, the Fiscal Cash Registers Bill and the Non-life Insurance Premiums Tax Bill.

The Assembly then went on to discuss, in principle, the Bill Amending and Modifying the Local Self-government Act and the Bill on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005. The Bills were presented by Mladjan Dinkic, the Minister of Finance.

On the eighth day of the session (10 December), the National Assembly continued joint debate in principle on the Bill Amending and Modifying the Local Self-government Act and the Bill on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005.

On the ninth day of the session (11 December) the National Assembly finished joint discussion in principle on the Bill Amending and Modifying the Local Self-government Act and the Bill on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005.

The National Assembly then went on to discuss the particulars of the Bill Amending and Modifying the Local Self-government Act and commenced discussing the particulars of the Bill on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005.

On the tenth day of the session (13 December), the National Assembly concluded discussing the particulars of the Bill on the on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005.

The Assembly went on to discuss in principle and in particular the Bill Amending and Modifying the Act on the Organisation and Powers of State Bodies in Proceedings Against Perpetrators of War Crimes and the Bill Amending the Act on the Privatisation Agency.

The National Assembly also held joint discussion on the Proposal of the Decision on the Formation of a Board of Inquiry Charged with Ascertaining Facts and Legality of Actions of Appropriate Public Authorities in the Procedure of Privatisation of the Arandjelovac-based Company Knjaz Milos and the Proposal of Candidates for the Office of Vice-Chairperson of the National Assembly of the Republic of Serbia.

The Chairman of the National Assembly, Predrag Markovic, called a session for 11 a.m. Tuesday 14 December, the Voting Day for items from the agenda of the Sixth Session.

On Voting Day (14 December), the National Assembly adopted, in their entirety, the Forest Tree Seed Material Bill, the Bill Modifying the Publishing Act, the Electronic Signature Bill and the Citizenship Bill.

The National Assembly also adopted, in their entirety, the Environmental Impact Assessment Bill, the Environmental Impact Strategic Assessment Bill, the Integrated Pollution Prevention and Control Bill, the Environmental Protection Bill and the Bill Repealing Certain Acts.

The deputies then went on to adopt, in their entirety, the Bill Amending and Modifying the Individual Income Tax Act, the Bill Amending and Modifying the Property Taxes Act and the Bill Amending and Modifying the Excise Act, as well as the Bill on the Settlement of Obligations of the Republic of Serbia with the National Bank of Serbia and the Non-life Insurance Premiums Tax Bill.

The National Assembly adopted, in their entirety, the Bill Amending and Modifying the Local Self-government Act, the Bill on the Allocation of Transfer Resources from the Budget of the Republic of Serbia and the Share of Municipalities, Cities and the City of Belgrade in the Salary Tax for 2005, the Bill Amending the Act on the Privatisation Agency, as well as the Bill Amending and Modifying the Act on the Organisation and Powers of State Bodies in Proceedings Against Perpetrators of War Crimes, and the Proposal of the Decision on the Formation of a Board of Inquiry Charged with Ascertaining Facts and Legality of Actions of Appropriate Public Authorities in the Procedure of Privatisation of the Arandjelovac-based Company Knjaz Milos.

The National Assembly elected deputy Milan Markovic its Vice-chairman.

As the National Assembly had discussed and voted on all items from the agenda, the Chairman of the National Assembly, Predrag Markovic, concluded the Sixth Session of the Second Regular Sitting of the National Assembly of the Republic of Serbia in 2004.
