Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014

At the request of the Government of the Republic of Serbia, National Assembly Speaker Maja Gojkovic convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, for Tuesday, 15 July 2014, starting at 10 am.


The request to hold the Sixth Extraordinary Session specifies an agenda bearing four items:

1. Bill amending and modifying the Labour Law, submitted by the Government;

2. Bill amending and modifying the Law on Pension and Disability Insurance, submitted by the Government;

3. Bill on Remedying the Consequences of the Floods in the Republic of Serbia, submitted by the Government;

4. Report on the natural disaster – flood suffered by the Republic of Serbia and measures employed to save the population and defend the threatened areas from the flood, submitted by the Government.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Mirko Cikiriz, Marko Djurisic, Prof. Dr Dusan Milisavljevic and Dr Nebojsa Petrovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle on the Bill amending and modifying the Labour Law and the Bill amending and modifying the Law on Pension and Disability Insurance, and a joint debate in principle and joint single debate on the Bill on Remedying the Consequences of the Floods in the Republic of Serbia and the Report on the natural disaster – flood suffered by the Republic of Serbia and measures employed to save the population and defend the threatened areas from the flood.

The National Assembly noted the resignation submitted by Lazar Krstic to the post of Minister of Finance and with it the termination of his term of office as Minister of Finance.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Petar Skundric, before the expiry of the term he was elected for, on the day he tendered his resignation.

The National Assembly commenced a joint debate in principle on the bills listed as items 1 and 2 on the agenda, which were elaborated by Minister of Labour, Employment, Veteran and Social Affairs Aleksandar Vulin.

After recess the National Assembly continued and concluded the joint debate in principle on the bills listed as items 1 and 2 on the agenda, i.e. the Bill amending and modifying the Labour Law and the Bill amending and modifying the Law on Pension and Disability Insurance.

On the second day of the proceedings, 16 July, the National Assembly commenced a joint debate in principle and joint single debate on the documents listed as items 3 and 4 on the agenda – the Bill on Remedying the Consequences of the Floods in the Republic of Serbia and the Report on the natural disaster – flood suffered by the Republic of Serbia and measures employed to save the population and defend the threatened areas from the flood.

On the behalf of the submitter, the documents were elaborated by Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, Minister ofAgriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic, Minister without portfolio responsible for emergency situations MA Velimir Ilic and Minister of Defence Bratislav Gasic.

For the remainder of the day the National Assembly conducted and finally concluded the joint debate in principle and joint single debate on the documents listed as items 3 and 4 on the agenda for the session.

On the third day of the proceedings, 17 July, the National Assembly opened the debate in detail on the first item on the agenda - Bill amending and modifying the Labour Law.

Before commencing the debate, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Riza Halimi, Dubravka Filipovski, Marko Djurisic, Gordana Comic, Aleksandar Markovic and Srdjan Dragojevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the afternoon part of the session, the National Assembly concluded the debate in detail on the first item on the agenda - Bill amending and modifying the Labour Law.

Having completed the debate in detail on the Bill amending and modifying the Labour Law, the National Assembly proceeded to commence and conclude the debate in detail on the Bill amending and modifying the Law on Pension and Disability Insurance.

As the National Assembly had concluded the debate on the Bill amending and modifying the Labour Law and the Bill amending and modifying the Law on Pension and Disability Insurance, in principle and in detail, National Assembly Speaker Maja Gojkovic set Friday, 18 July 2014, as Voting Day on the first two items on the agenda for theSixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, starting at 10 am.

Voting Day

On Voting Day, 18 July, the National Assembly passed, by a majority vote, the Bill amending and modifying the Labour Law and the Bill amending and modifying the Law on Pension and Disability Insurance, submitted by the Government.

In the afternoon part of the session the National Assembly commenced a debate in detail on the Bill on Remedying the Consequences of the Floods in the Republic of Serbia, submitted by the Government.

As the National Assembly had concluded the debate on the Bill on Remedying the Consequences of the Floods in the Republic of Serbia, submitted by the Government, National Assembly Speaker Maja Gojkovic set Friday, 18 July 2014, as Voting Day on the Bill on Remedying the Consequences of the Floods in the Republic of Serbia and the Report on the natural disaster – flood suffered by the Republic of Serbia and measures employed to save the population and defend the threatened areas from the flood, submitted by the Government, starting at 6 pm.

Voting Day

On Voting Day, 18 July, the National Assembly passed, by a majority vote, the Bill on Remedying the Consequences of the Floods in the Republic of Serbia and the conclusion proposals on the reviewed Report on the natural disaster – flood suffered by the Republic of Serbia and measures employed to save the population and defend the threatened areas from the flood submitted by the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications, Defence and Internal Affairs Committee, Foreign Affairs Committee, Committee on the Economy, Regional Development, Trade, Tourism and Energy, Committee on the Judiciary, Public Administration and Local Self-Government, Committee on Finance, State Budget and Control of Public Spending and the Agriculture, Forestry and Water Management Committee.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2014.
