Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011

At the request of 122 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Tuesday, 5 July 2011, starting at 3 p.m.


At the request of 122 deputies, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Tuesday, 5 July 2011, starting at 3 p.m.

The request to hold the session set the following agenda:

1.The Bill on Library Information Activity, submitted by the Government;

2.The Bill on Old and Rare Library Material, submitted by the Government;

3.The Bill on Mandatory Publication Copy, submitted by the Government;

4.The Bill on Optic Discs, submitted by the Government;

5.The Bill amending and modifying the Law on the Basis of the System of Education and Upbringing, submitted by the Government;

6.The Bill amending and modifying the Law on Contributions for Mandatory Social Insurance; submitted by the Government;

7.The Equality Protection Commissioner’s 2010 Regular Annual Report, submitted by the Equality Protection Commissioner with the accompanying Proposal of the Conclusions of the Justice and Administration Committee;

8.The 2010 Report on the implementation of the Law on Free Access to Information of Public Importance and Law on Personal Data Protection, submitted by the Commissioner for Information of Public Importance and Personal Data Protection with the accompanying Proposal of the Conclusions of the Culture and Information Committee and the accompanying Proposal of the Conclusions of the Justice and Administration Committee;

9.The State Audit Institution’s 2010 Annual Activity Report, submitted by the State Audit Institution with the accompanying Proposal of the Conclusions of the Finance Committee;

10.The Anti-Corruption Agency’s 2010 Annual Activity Report, submitted by the Anti-Corruption Agency with the accompanying Proposal of the Conclusions of the Justice and Administration Committee;

11.The Proposal of the Decision on the election of president and members of the Securities Commission, submitted by the Finance Committee of the National Assembly;

12.The Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group;

13.The Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia (G17 PLUS and Together for Sumadija) Parliamentary Group.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Boris Aleksic, Vladimir Milentijevic and Marija Bugarcic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal to complete a joint debate in principle on items 1, 2 and 3; joint debate in principle on items 4 and 5; joint unified debate on items 7 and 8; joint unified debate on items 9 and 10; and a joint unified debate on items 11, 12 and 13 on the agenda.

The National Assembly went on to conduct and complete a joint debate in principle on the Bill on Library Information Activity, Bill on Old and Rare Library Material and the Bill on Mandatory Publication Copy, elaborated by Minister of Culture, Information and Information Society Predrag Markovic, representative of the submitter.

On the second day of work, 6 July, the National Assembly conducted a joint debate in principle on the Bill on Optic Discs and the Bill amending and modifying the Law on the Basis of the System of Education and Upbringing. The Bills were elaborated by Minister of Education and Science Prof. Dr Zarko Obradovic, representative of the submitter.

By the end of the day, the National Assembly had concluded the joint debate in principle on the Bills.

On the third day of work, 7 July, the National Assembly conducted and concluded a debate in principle on the Bill amending and modifying the Law on Contributions for Mandatory Social Insurance.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Smiljana Milisavljevic, Milan Dimitrijevic, Miroslav Markicevic, Nebojsa Randjelovic, Stojanka Petkovic and Milorad Krstin requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

In the afternoon, the National Assembly completed a joint unified debate on the Equality Protection Commissioner’s 2010 Regular Annual Report and the 2010 Report on the implementation of the Law on Free Access to Information of Public Importance and Law on Personal Data Protection.

On the fourth day of work, 8 July, the National Assembly conducted and concluded a joint unified debate on the State Audit Institution’s 2010 Annual Activity Report, submitted by the State Audit Institution with the accompanying Proposal of the Conclusions of the Finance Committee and on the Anti-Corruption Agency’s 2010 Annual Activity Report, submitted by the Anti-Corruption Agency with the accompanying Proposal of the Conclusions of the Justice and Administration Committee.

In the morning part of the proceedings, the Chair, National Assembly Deputy Speaker Nikola Novakovic, greeted, on the behalf of the deputies and himself, the US delegation attending the 20th Annual OSCE Session in Belgrade who viewed part of the session from the gallery of the Grand Hall accompanied by the National Assembly Speaker, Prof. Dr Slavica Djukic-Dejanovic.

By the end of the day, the National Assembly had completed a joint unified debate on the Proposal of the Decision on the election of president and members of the Securities Commission, submitted by the Finance Committee of the National Assembly, Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group and the Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia (G17 PLUS and Together for Sumadija) Parliamentary Group.

On the fifth day of work, 12 July, the National Assembly conducted and completed a debate on the particulars on the Bill on Library Information Activity, Bill on Old and Rare Library Material, Bill on Mandatory Publication Copy and the Bill on Optic Discs.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups Arpad Fremond, Milos Aligrudic, Prof. Dr Zoran Masic, Milovan Radovanovic and Nada Koludzija requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

The Chair, National Assembly Deputy Speaker Nikola Novakovic, greeted the members of the National Council for Culture who viewed part of the session from the gallery of the Grand Hall of the National Assembly House.

On the sixth day of work, 13 July, the National Assembly continued the session with a debate on the particulars on the Bill amending and modifying the Law on the Basis of the System of Education and Upbringing.

By the end of the day, the National Assembly had completed the debate on the particulars on the Bill amending and modifying the Law on the Basis of the System of Education and Upbringing, as well as a debate on the particulars on the Bill amending and modifying the Law on Contributions for Mandatory Social Insurance.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic set Thursday, 14 July 2011, as Voting Day on the items on the agenda for the Sixth Extraordinary Session of the National Assembly in 2011, starting at 10 a.m.

Voting Day

On Voting Day, 14 July, the National Assembly adopted the Bill on Library Information Activity, Bill on Old and Rare Library Material, Bill on Mandatory Publication Copy, Bill on Optic Discs, Bill amending and modifying the Law on the Basis of the System of Education and Upbringing and the Bill amending and modifying the Law on Contributions for Mandatory Social Insurance.

The National Assembly also adopted the Equality Protection Commissioner’s 2010 Regular Annual Report, submitted by the Equality Protection Commissioner with the accompanying Proposal of the Conclusions of the Justice and Administration Committee of 21 June 2011, 2010 Report on the implementation of the Law on Free Access to Information of Public Importance and Law on Personal Data Protection, submitted by the Commissioner for Information of Public Importance and Personal Data Protection with the accompanying Proposal of the Conclusions of the Culture and Information Committee of 21 April 2011 and the accompanying Proposal of the Conclusions of the Justice and Administration Committee of 21 June 2011, State Audit Institution’s 2010 Annual Activity Report, submitted by the State Audit Institution with the accompanying Proposal of the Conclusions of the Finance Committee of 9 June 2011 and the Anti-Corruption Agency’s 2010 Annual Activity Report.

On Voting Day, the National Assembly also adopted the Proposal of the Decision on the election of president and members of the Securities Commission, submitted by the Finance Committee of the National Assembly, Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group and the Proposal of the Decision amending the Decision on the election of committee members of the National Assembly of the Republic of Serbia, submitted by the United Regions of Serbia (G17 PLUS and Together for Sumadija) Parliamentary Group.

Since the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Sixth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
